Managing K2 Environmental Consulting, a company specializing in technical support and program management solutions for government environmental programs. Under his leadership, the company provides focused and engaged performance for its clients and offers an excellent work environment for its staff. Over the last five years, K2 Environmental Consulting has grown to a staff of 16 engineers and data analysts, working on a variety of environmental projects, including air quality permitting and compliance, electrification of the transportation sector, strategies for greenhouse gases reduction, climate change mitigation, and air permitting support for offshore wind projects.

Managed several technical support contracts for over 18 years. Trained and managed a staff of more than 20 engineers. A successful record of project administration of operating permit, preconstruction permit, technical services, mobile sources, and emission statement programs for the New Jersey Department of Environmental Protection (NJDEP). Involved extensively with NJDEP’s Title V Operating Permit program since start-up of the program. As a part of the NJDEP’s 2011 transformation initiative, participated in a series of stakeholder meetings to streamline NJDEP's air program and explore the options to improve permitting procedures. Working with NJDEP’s senior management, reviewed numerous suggestions received during the stakeholder process and developed a priority list for implementation. Developed eFinder, a MS Access database, streamlined with a graphical user interface to manage the information that NJDEP staff needs to review and process permit applications. eFinder has been in continuous use by NJDEP's air program for more than 17 years and has been a key element in maintaining procedural consistency and quality of New Jersey's air program. The US Environmental Protection Agency’s 2009 audit report of New Jersey’s Title V program recognized the direct contribution of eFinder in the overall quality of New Jersey’s permitting program.Managed NJDEP’s emission credits program since 2008. The program offers eligible applicants the right to preserve qualified emission reductions for future use as Offset credits and/or trade within the designated areas in New Jersey. Completely overhaul the program by developing a new user-friendly database, implementing a completely new set of procedures, developing step-by-step instructions on reviewing banked and/or transferred credits, and creating new electronic forms for banking and transfer of credits.

Developed internal audit programs for effective measure of performance and completed facility-wide environmental audits. Implemented site policies for air contaminant levels and carried out Process Hazard and Operability Review (HAZOP) of the shop facilities. Developed Turnaround and Shutdown plans and facilitated execution of Turnarounds costing more than $2.5 million and involving deployment of more than 800 skilled personnel. Prepared capital and expense budgets and suggested cost control possibilities. Coordinated all activities for the award of plant engineering contracts, costing up to $2 million. Supervised preventive and breakdown maintenance and coordinated fabrication of equipment for de-bottleneck and manufacturing excellence projects.
