The Orca Quarry is permitted to produce 6.6 million tons of sand and gravel per year and has a dedicated ship loading facility capable of rapidly loading ships and barges, including 'Panamax' vessels with a capacity of up to 80,000 tons. The sand and gravel produced is of very high quality and exceeds all specification requirements for use in the United States, particularly in California, as well as in Canada. It has become well accepted in markets through its use in several major infrastructure projects such as the new San Francisco-Oakland Bay Bridge

Significant experience embedding risk and control frameworks and managing large scale projects.Example Project: Led the implementation of a multi-million dollar risk and control framework program across North America for a global company over a period of a year and a half. This client collaborative effort involved managing 18 discreet projects, some of which were delivered simultaneously, and focused on internal controls over financial reporting with respect to upstream, downstream and corporate activities encompassing manual and system related controls including SAP. In addition to scoping and planning each project, provided project/program direction to the individual teams, overall program governance, as well as program guidance to the client executive.

Providing advisory and monitoring assistance to owners of major capital construction projects to help limit the repercussions of disputes, enhance efficiencies, manage risks, and, most importantly, improve results through greater transparency and line of site to the project team.Example projects: For a year and half, led the KPMG team engaged to review the contractor’s monthly Draw Requests on a quarterly basis for the $2.5B contractor design build agreement related to the largest transportation infrastructure project in Canada. This public sector engagement consists of evaluating the contractor’s policies, procedures and, on the basis of a risk assessment, testing the operating effectiveness of key controls as well as validation of the percentage complete for the monthly Draw Request; includes generation of risk assessment dashboard, determination of risk rankings (relevance / priority) with the Owner, and delivery of summary report with findings and recommendations to the Owner.As the capital project specialist, assisted in KPMG’s audit of the design and operating effectiveness of the Capital Project practices of a public sector utility. The specific audit objectives, as developed based on KPMG's risk-based audit planning process included: to assess whether the capital project planning and approval process identifies, selects and obtains approval for appropriate projects in support of the companies operating and strategic needs; to assess whether the capital projects were effectively managed to support on time and on budget delivery; and to assess whether the process and related key controls to support the accurate accounting for capital projects were effective.

Specializing in project management and risk and controls advisory.Example project: Led a four-month regulatory compliance implementation solution and cost estimate project for a major Canadian utility. This initiative was a result of a provincial electricity utility board directing all utilities within the province to determine how they would comply with implementing a uniform system of accounts and provide an estimate of the timelines and associated costs. The multi-disciplinary team consisted of expertise in PeopleSoft, business process and systems analysis and regulated utilities that worked closely with the Finance, Regulatory, Operations, IT and Human Resources departments to determine a solution. Analysis of systems, transaction processes including those related to fixed asset acquisitions and expenses of materials, department structures, accounting structures and reporting requirements as well as determining the change management implications were critical to the completion of this project.

Example project: Led a risk and control review over processes impacted by a £450 million project consisting of the implementation of a SAP IS-U gas and electricity billing system supporting 10,000 users and 16 million customers. Financial, operating, IT, legal and regulatory risks were identified and controls were assessed, and where lacking designed. Assisted the client with embedding a control culture into the organization. Facilitated the process review and risk assessment workshops, which were instrumental in the development of the risk and control framework. The success of this project became the blueprint for the client to roll out subsequent projects to assist in its objective of embedding a control culture in the organization.
