Known for efficiency and streamlining, as well as operational and administrative stability. He is competent in media and strategic communication. Prior to The Johns Hopkins University, he studied finance and strategy at the Harvard Business School, executive education, in Cambridge, MA.. He holds an MBA from The Marshall School of Business at the University of Southern California. Mr. Lattin studied internationally in Mumbai, India (2013) and Beijing, China (2011). He holds two bachelor degrees, one in Communication (as a social science), and the other in History, from the University of California, Santa Barbara. In 2007, he attended the John F. Kennedy School of Government at Harvard University, completing an executive education course in governance. During his time as a tribal leader (2006-2012) he focused on social and economic development and proved to be a highly adaptable and intelligent leader of complex projects and departments.     Elected member of the Executive Committee for this sovereign entity with $3B in assets including 15,000 acres of territory and agriculture. Mr. Lattin worked on social and economic development. Mr. Lattin secured a Class A radio station license, the founding of the Pala Veterans Organization and the nationally acclaimed, "Pala Skateboard Park." He assisted in the implementation of a civil court system within the jurisdictional boundaries of the tribal nation. Mr. Lattin authored policies to safeguard the tribe against fraud, abuse and health and safety. Such policies included: an animal control policy, a DNA policy, and a vendor control policy, all while working hand-in-hand with other directors and department heads to drive daily operations. Mr. Lattin oversaw the administrative stability of the organization and its 27 departments. Mr. Lattin consistently met with constituents and outside entities to identify and implement growth opportunities for the Native American communities and their social and economic development. Other official duties included nurturing government-to-government relationships with federal, state, county, tribal and local agencies and officials. Extensive travel to Washington DC and Sacramento on behalf of American Indian constituents and the Native American tribal governments. Optimized efficiency and reduced costs by creating and mandating new processes across departments.Mr. Lattin co-authored over 200 government resolutions, municipal ordinances, and a Constitutional Amendment for the Pala Band of Mission Indians.     As a commissioned officer in the US Air Cavalry, Lieutenant Lattin directed and piloted U.S. Department of Defense assets: aircraft, equipment, and personnel, without incident. Excellent safety and personnel records. Qualified in multiple aircraft, including the AH-64 Apache attack helicopter. Lattin joined the U.S. Army as an SMP Cadet in the wake of the September 11 attacks, and began service as an E-5, Sergeant, Non-Commissioned Officer. He subsequently earned a full commission as an Aviation Officer from his university’s ROTC program in 2002. During his time as a pilot in the US Army, Lieutenant Lattin earned the prestigious, "Soldier's Medal," for Valor--ranked equal to and greater than the Distinguished Flying Cross, in the Order of Merit. Lieutenant Lattin was injured twice in service to his country. Once, while saving the life of another person (see Soldier's Medal). And again with a service-connected injury (non combat related). Mr. Lattin was Honorably discharged in 2006. He led or assisted at the cavalry troop/platoon and company levels. Official Officer Evaluation Reports reflect that Kilma S. Lattin, MBA, met or exceeded military standards while serving. Lieutenant Lattin was at the top-of-his-class (ranked #1 on the Order of Merit list) for Phase 1 of Flight School, February, 2003, Fort Rucker, Alabama.
