Retired.The focus of my career has been on conducting rigorous research and producing high-quality results to inform and transform policies, programs, and practices. I have over 25 years of experience designing, conducting, and managing research including rigorous impact studies and implementation studies across multiple settings and with varied populations. My work has involved improving education, school readiness, and other outcomes for children, young adults, and their families; especially for those in need of additional support and intervention to improve outcomes. Before I retired, I was a Lead Social-Behavioral Scientist at MITRE. Previously, I worked in the U.S. Department of Education (ED) in the Institute of Education Sciences (IES) as a Senior Research Scientist/Education Analyst. I provided expertise in rigorous research methodology including designs and analyses and reviewed studies for IES before public release. Within the National Center for Special Education Research (NCSER) in IES, I was responsible for the research on autism and transition to work and life for students with and at risk for disability, among other topics. I represented IES in federal government cross-agency work on these topics, led methods training grants, and served as a Contract Records Officer’s Representative (COR) for IES. Before working at the Department of Education, I was a researcher at Abt and Brown University, and have received a coveted What Works Clearinghouse (WWC) highest rating for the quality and conduct of a group randomized controlled trial study. Throughout my career I co-authored book chapters, wrote and published numerous articles and reports, and presented my research (at conferences and meetings) to diverse audiences and stakeholders. I earned my bachelor’s degree from Cornell in Human Development and Psychology and my master’s degree from Harvard in Education also in Human Development and Psychology with a focus on research methodology.

Principal Investigator/Project Director–Specific Project ResponsibilitiesBrown University Jul 2006 - Dec 2011Providence, Rhode IslandDirected all aspects of a large-scale evaluation of Striving Readers, a discretionary grant program administered by the U.S. Department of Education designed to raise the reading achievement levels of middle and high school-aged students in schools (Title I eligible) with significant numbers of students reading below grade level or those students “targeted.” The goal of the eight grants awarded nationwide was to assess the effectiveness of promising adolescent literacy interventions for struggling readers and the potential outcomes of whole- school or school-wide literacy initiatives to inform practice and policy in schools, districts, and states (www.ed.gov).Developed research designs including a randomized controlled trial (RCT) to assess the effectiveness of targeted interventions for Springfield-Chicopee Public Schools. In addition to oversight for the effectiveness trial, was responsible for the implementation study design, primary and secondary (district and state) data collection plans, the assessment framework providing the context for results, and the whole school evaluation which utilized a quasi-experimental interrupted-time series design. Provided methodological expertise and analytic plans as well as conducted random assignment, analysis, and reporting. The goal of the validation grants nationwide is to assess the effectiveness of innovative programs with preliminary and promising evidence to provide research-based information on practice that is useful to schools and districts for application and scale-up. The proposal and design were developed in collaboration with the Council for Opportunity in Education for Using Data to Improve College Access Programming (Using DICAP now GoCollege), a program focused on the use of data and coaching to positively impact college enrollment and success, especially for populations not attending college at high rates. Developed initial application and evaluation design to assess implementation and effectiveness of the program including a randomized controlled trial (RCT) for the student program and a quasi-experimental interrupted-time series design for school- district program. Responsibilities included oversight and details regarding the evaluation study, impact studies, random assignment, data collection, analysis and reporting as well as methodological expertise and other support for the implementation study. Collaborated with the evaluation partner Educational Testing Service (ETS) as well as the technical assistance provider, the U.S. Department of Education Office of Innovation and Improvement (OII), and the Institute of Education Sciences (IES). Ensured the integrity of the research design during tenure, including the data to be collected and analyzed, as well as first year research plans. Established, supervised, and mentored the team conducting this work and prepared reports and presentations for the program. -

Project Director–Specific Project ResponsibilitiesBrown University Jun 2006 - Dec 2007Providence, Rhode IslandCreated the rigorous-external efficacy evaluation design for an advocacy program’s bid for the Early Childhood Educator Professional Development grant focused on early childhood education providers for which English was a second language and others without backgrounds in early childhood or education. The award was received via competitive preference priority points for the use of a cluster-randomized trial (CRT) design and alignment of work with grant requirements. Upon the award, the detailed evaluation plans were developed for the two components in collaboration with the program: the impact study and the implementation study to provide context for any observed results. Support was provided to the program in their development of implementation plans to train early childhood educators necessary for a rigorous evaluation in collaboration with expert consultants including recruitment and fidelity data collection and tool development. Managed all research activities and supervised the research team who supported and conducted this work. Conducted the first year evaluation, collected assessment data for over 200 preschool children and 20 preschool teachers/classrooms over time (pre-and post-test) during an abbreviated period as a result of program implementation plans. Reported and presented program implementation and outcomes to the funder and at conferences but also to promote a better understanding of the design and conduct of rigorous studies of community-based programs and working in a community-research partnership. -
