The BCCP Permit is the name given to the Federal Endangered Species Act (ESA) Incidental Take Permit issued to Travis County and the City of Austin by the U.S. Fish and Wildlife Service (USFWS), combined with the BCCP Habitat Conservation Plan which is the governing document that established the Balcones Canyonlands Preserve (BCP). "Incidental take" is the loss of federally listed species or their habitats in the course of (or “incidental to”) otherwise legal actions, like development and infrastructure activities. Such permitting is authorized under ESA Section 10(A)(1)(b), so the BCCP is also called a “10A Permit.” The Balcones Canyonlands Conservation Plan (BCCP) Permit provides a fast-track solution to habitat mitigation for Endangered Species Act compliance.
