As database administrator, I populated and managed a database of nuclear threat assessment materials drawn from 30 years of classified intelligence and situational awareness data.I developed a bulletin for federal customers covering issues related to nuclear security, terrorism, and weapons of mass destruction (WMD) proliferation; readership grew from 20 to more than 120 individuals and offices. I served as author and editor.As nuclear proliferation subject matter expert in the areas of transnational crime, nuclear smuggling, radiation detection, and nuclear nonproliferation programs, I wrote urgent and long-lead articles and papers by request.Co-author of several classified articles relevant to illicit nuclear activities including “Secondary Reachback: Exploring Smuggling Behavior” (2010).

Project manager for Secondary Reachback of spectroscopists and field intelligence elements who provided 24/7 on-call adjudication of domestic and international radiation alarms, Contract Officer Technical Representative for DNDO Science, Engineering and Technical Assistance support contract awarded for $130m. I reconciled significant, pre-existing cost overrun and personnel issues among U.S. national laboratory contractors on a project by developing new statements of work which eliminated the overruns, fully defined the scope of laboratory activities, and realigned performance objectives to meet government schedule and budget requirements. I served as the deputy group lead for Continuity of Operations planning and activities responsible for standing up the alternate site for DHS staff during contingency operations. I facilitated federal, interagency, state and local outreach activities that coordinated response protocols from first responders to national-level experts.

As project manager for spectroscopists and field intelligence elements, I facilitated 24/7 on-call adjudication of domestic and international radiation alarms at major U.S. points of entry.Contract Officer Technical Representative for DNDO Science, Engineering and Technical Assistance support contract awarded for $130m.I provided weekly updates to DNDO Director regarding key personnel placements, burn rates, contractor performance and contract-related particulars.I served as a technical writer for a major acquisition procurement.As coordinator of GAO audit responses, I ensured all final products accurately and fully reflected the Office’s standing by coordinating across the directorates.I served as a DHS representative to the interagency community of experts who collaborated to establish response to nuclear incidents.

I provided curriculum development and coordination for an elite customs training program.As a project manager, I redeveloped the roles of existing radiation detection equipment installations in 21 countries and launched programs in two additional countries, Slovenia and Uzbekistan.I served as the DOE representative for the USG-wide Radiation Detection Strategic Plan and ensured the Department’s equities were represented among the government interagency community.I coordinated implementation of several international agreements with Departments of Energy, Defense and State legal teams.
