Serves as one of the command’s senior advisor exercising program responsibility to supervise, manage, and provide advice on information systems supporting the command’s primary mission as the DoD-wide information technology (IT) provider of the DOD Information Network (DODIN). The Deputy Division Chief supports overseeing the program and planning efforts ensuring maximum support and integration of network operations managing specific risks associated with fielding of information systems and supporting efforts, which requires formal certification throughout the life cycle of all systems that use the IT infrastructure and sustain the security and health of the DOD Information Network. The Deputy Division Chief applies a broad and expert knowledge of command, control, communications, and computer (C4) network operations, information assurance, and technical aspects of information technology mission area and knowledge of DoD IT and information assurance policies.

In the absence of the CIO, the incumbent assumes and executes full CIO responsibilities. Has primary responsibility for preparation of budgets and maintaining control of expenditures within the CIO. In coordination with the CIO, the incumbent directly oversee and ensure the CIO office efforts success for operational planning and service delivery; enterprise procurement and approval of all IT hardware and software; recruitment, placement and training of personnel; assessing and presenting complex technical issues and decisions as it relates to Governance of the ONI Enterprise IT, IM and IA activities.Serves as Deputy Chief Information Officer as one of main change agents throughout the Command and across the ONI enterprise and acts as principal adviser to the CIO on Information Management, Information Technology, Information Security and related portfolio and program management activities. The incumbent demonstrates continuous efforts focused on improving the delivery of IT solutions that support the mission and business effectiveness of the command and the respective mission business owners to deliver enterprise-wide cost effective solutions.

Serves as the Enterprise Architecture (EA) Division Head and Chief Technology Officer (CTO) and provides expert advice and guidance on all enterprise architecture activities at ONI. This includes activities in support of information technology strategic planning, analysis of baseline and target architectures and the development of transition strategies and plans to support the business, mission and strategy of ONI. Provides solutions and for strategic systems planning and development; provide senior technological expertise and coordination with senior leadership across the organization on a wide range of information technology issues.Provide leadership in a wide range of management activities that include strategic planning, capital planning and control, workforce planning, policy and standards development, resource management, enterprise architecture, infrastructure planning, auditing, and information security management. Provide leadership in the areas of physical, network, data, software, and security architecture.

Serve as Deputy Chief Information Officer (CIO), providing technical expertise for Information Technology (IT) requirements of the Department of Defense (DoD) Program. My duties include planning, acquisition, and management of hardware, software, telecommunications, infrastructure, security engineering and operations support, network management of multiple major DoD programs, and managing IT support services. Participate in Configuration Control Boards (CCBs) and Capital Planning and Investment Control (CPIC) boards. Provide support to the OCIO on IT policy, planning, and management including participating in inter/intra agency working groups. Advise CIO on all matters concerning the direction and maintenance of the organizations' various local and wide area networks (LAN/WAN) and their associated certification and accreditation (CA) packages per accreditation authorities (i.e. DIACAP, DCID 6/3, ICD-503, CNSS 1253). Provide direct support in developing and executing governance in Strategic Planning, Capital Planning, Information Assurance, Performance Management, Enterprise Architecture (EA), and Acquisition. Participate in and lead IT efforts in Configuration Management (CM) and Certification and Accreditation processes. Function as Contracting Officers Representative (COR) for IT contracts. Maintain familiarity with Intelligence Community and DoD computer and telecommunications security regulations and policy. I function as a DAR (Designated Area Representative) for telecommunications acquisition for OSD. I serve as lead interface for other agency networks and telecommunications support installed at headquarters locations. As acting CIO, I took lead over the Enterprise Architecture (EA) initiative. I owned the IT Program Budget and its planning across the Future Year Defense Planning (FYDP). I play an active role in organization’s business strategic planning and enterprise risk and compliance management.
