Chief legal advisor to an NRC Commissioner on the agency’s and the Commissioner’s activities, including adjudications, rulemakings, and ethics. Responsible for coordinating and determining ultimate policy advice to the Commissioner on a wide range of significant issues, such as the licensing and adjudication of the high-level waste repository at Yucca Mountain, the Commission’s mandatory hearings for new reactor licensing, the Waste Confidence rulemaking, and major revisions to the agency’s Internal Commission Procedures. Support the Commissioner’s reactor and materials advisors on complex Commission voting matters, such as the agency’s regulatory responses to the earthquake and tsunami at Fukushima Dai-ichi in Japan. Provide strategic support and advice to the Commissioner on critical Congressional hearings. Draft speeches and presentations for the Commissioner on a variety of legal and policy matters, such as energy security, risk communication, the future of nuclear energy, and adequate protection.

In the Office of Materials Litigation & Enforcement, litigated critical enforcement actions against individuals and licensees through pleadings, oral arguments, administrative hearings, settlement negotiations, and appeals in front of the Atomic Safety and Licensing Board and the Commission. Represented the NRC staff in administrative proceedings involving the licensing of the Department of Energy’s Mixed-Oxide Fuel Fabrication Facility and the U.S. Army’s possession of depleted uranium. Advised senior management on sensitive and significant security matters across all areas of the NRC’s jurisdiction. Trained multiple headquarters and regional offices on enforcement matters. Mentored incoming Honor Law Graduates, Summer Law Clerks, and lateral hires. Completed the NRC’s Honor Law Graduate Program in 2009. Served one rotation as Regional Counsel in the NRC’s Region III office in 2008 and two rotations as Legal Counsel in the Office of Commissioner George Apostolakis in 2011.

In the Office of Naval Research, reviewed research and development contracts, grants, cooperative agreements, and memoranda of understanding. Provided advice on the Federal Advisory Committee Act. Assisted in negotiation sessions, FOIA requests, and pending class action litigations.

In the Appeals Division, co-authored a successful opposition appellate brief and interlocutory appeal. Contributed essential research for a manual on closing arguments for prosecutors.

Performed research for the Executive Director and Deputy Executive Director. Assisted in maintaining the Florida Government Finance Officers Association database.

In the Bureau of Political Military Affairs, edited memos, papers, and reports prior to submission to the Assistant Secretary. Created training manual for new interns and employees of the Bureau of Political Military Affairs.
