The Washington Housing Conservancy is a non-profit that acquires and owns affordable housing and is part of the larger Washington Housing Initiative. The Initiative is a triple bottom line impact initiative that will preserve and develop affordable workforce housing at scale across our region. It will aim to create a model for systemic change through its three primary vehicles: the Washington Housing Conservancy, the Impact Pool, a private investment vehicle, and a Stakeholder Council.

Kimberly was the Director of Strategic Planning/Arts and Culture in the City of Detroit’s Planning and Development Department (PDD). In this capacity, she was responsible for citywide planning initiatives in the following areas: comprehensive planning, capital improvement planning (CIP), neighborhood retail, and creative placemaking (includes tactical preservation). In addition, she led several place-based arts and culture projects for the City of Detroit. Key work projects included:Tactical Preservation: Co-developed the framework for the incremental partial adaptive reuse of historic buildingsSpirit Plaza: new civic plaza created in 2017 to engage all Detroiters in civic life, cultural attractions and public events that highlight the city’s unique identity Detroit Streetscapes: revitalize Detroit’s neighborhood commercial corridors by incorporating artistic, cultural, and local heritage elements into public realm projects The Heidelberg Project: worked with the Heidelberg Project to develop a cultural arts district in their neighborhood

For one academic year, they take classes at the GSD and throughout Harvard’s vast network of professional and academic schools. Associate Director, Citywide Planning Division at Office of Planning. In this capacity, she was responsible for managing citywide planning projects across several areas including: housing, economic development, transportation, creative placemaking, and capital improvement/facilities planning. Key accomplishments included:$1.2M awarded in national competitive grants for creative placemaking projects (including Kresge Foundation and two ArtPlace America grants); Co-developed the award winning Vibrant Retail Streets Toolkit and led its implementation in eleven neighborhoods; Developed Temporary Urbanism initiative and have implemented over ten pop-up /temporary projects (including The Lobby Project w/NoMa BID, LUMEN8Anacostia festival, and urban street furniture w/the Rebar Group);Developed and implemented pilot Live Near Your Work (LNYW) program (currently three program partners); Completed two Comp Plan Progress Reports (2013, 2010) and successfully managed the first Comp Plan Amendment update of 2006 Comp Plan in 2009;Developed and manage CIP/Facilities planning work for OP; andOversaw the development and completion of several economic development studies including: Vibrant Retail Streets Toolkit, Retail Action Strategy (RAS), Creative DC Action Agenda, Green Collar Jobs Strategy, Streetcar Land Use Study (Phase I) and two Neighborhood Indicators Reports

Senior Project Manager in the Office of the City Administrator, under Mayor Anthony Williams. Main duties included: identifying key capital budget priorities, developing a capital budget decision-making framework and process, CIP and master facility planning, and developing co-location and mixed-use strategies for select District facilities.Led in the development of the City’s Capital Budget. This included: developing the FY06 and FY07 balanced capital budgets ($344M and $543M respectively); creating and managing the capital budget technical review team (CBT) process; and presenting vetted capital budget recommendations to the City Administrator and Mayor.

Senior Consultant in Ernst & Young LLP’s Real Estate Advisory Group for four years. Worked on a variety of engagements including: HUD, DoD, GSA, and the District of Columbia Government.

Washington, Dc

Worked in the Technical Advisory Services Division. Provided technical assistance to Department of Justice (DOJ) Weed and Seed sites. Provided technical assistance to Department of Energy (DOE) communities adversely affected by downsizing or closure of DOE facilities. Wrote comparative analysis of transaction-driven economic development organizations for the suggested strategy and spending plan for the National Capital Revitalization Corporation (NCRC) in Washington, DC. Evaluated tools to facilitate industrial development in St. Louis.

Columbia, Maryland

Designed and conducted applied research on comprehensive community revitalization initiatives that contributed to the creation of the book On the Ground with Comprehensive Community Initiatives. Duties included: developing methodology, conducting interviews; analyzing information; and writing case studies. Analyzed selected housing, employment, demographic, and crime data on Enterprise’s 16 concentration cities and wrote corresponding profiles that were used in the strategic planning process.
