Kim is the Executive Director of SERDP & ESTCP and leads an extensive portfolio of the latest science and technology to develop and demonstrate innovative, cost-effective, and sustainable solutions to meet DoD’s environmental and installation energy and water challenges.

Kim is the Program Manager responsible for the Joint Munitions Program, a cooperative, applied research and development program in munitions-related technology. The JMP aims to solve emerging problems and create advanced technologies of interest to both the DOE and DoD. As an Army Civilian, Kim is on assignment to the Office of the Under Secretary of Defense for Research and Engineering.

Kim is a program manager of the energetic materials research and development mission, specializing in the early technology pipeline through advanced manufacturing programs. As a rock-solid technical liaison, Kim drives strategy development and execution to transition critical technologies to customers. Kim's expertise in communicating both the business and technical facets to her government, private sector, and academic partners has established her as a go-to thought leader in cutting-edge product development.-Nationally and internationally recognized spoken and written communicator continuously tapped by ARDEC executives to provide briefings and documentation to high-level government, private sector, and academic partners.-Business development expert winning unanimous approval for an unmatched 30-year strategic initiative for the ARDEC Energetic Materials Competency Area to transition energetic materials and advanced process to National Technology Industrial Base energetic material manufacturers. Co-developed and successfully marketed the strategy as the science and technology liaison by utilizing strong relationships with principal investigators, clients, business development targets, and key stakeholders.-Unprecedented early-career appointment to two major national steering committees for DoD environmental-focused research and development funding (SERDP/ESTCP and NDCEE) wielding influence over significant Department of Defense research dollars.-Manages principal investigators, business requirements, and technical requirements for a major Army Program Executive Office thrust area. The successful leadership has resulted in PIs receiving 100% funding renewal each year.

-Composed and defended research proposals for high explosive formulations resulting in a 200% increase in portfolio funding.-Led technical and programmatic activities for a diverse project portfolio (environmental/green ingredients and formulations, insensitive munitions, disruptive energetics) as a lead project manager for a team of 30+ technicians and scientists/engineers. Successful project execution effected a 100% success rate in obtaining out-year funding.-Published 21 manuscripts communicating research and development findings.-Spearheaded STEM-outreach activities to develop future STEM leaders (Gains in the Education of Mathematics and Sciences instructor, Chemistry Week Teacher, Severn School Invited Lecturer, and Georgetown University Invited Lecturer).

Kim served as a technical liaison providing professional consultation as a subject matter expert on perchlorate emissions of the M116A1 hand grenade simulator which resulted in the reinstatement of critical solider training. Her success as a postdoctoral fellow stemmed from her seamless transition from pharmaceutical synthesis and development training to the weapons arena through self-directed training and establishing key mentorships. Kim's success in transition resulted in unprecedentedly fast hire as a civilian employee at ARL.
