In charge of the development and execution of a comprehensive energy program. Serve as lead in program management, strategic planning, energy subject matter expertise, and program execution oversight; Provide effective leadership of the Installation Energy Program; Identify program requirements, manage resources and promote energy conservation.• Effectively steered Energy Board towards new Energy Security Strategy and achieved 12% energy reduction goals in 2017, saved over $1M in energy cost. • Implemented charging infrastructure project in compliance to 2016 Congressional FAST Act.• Commissioned renewable and energy efficient projects, including multiple rooftop solar systems, LED lightings and advanced metering infrastructure.• Initiated Onsite Energy Generation and Smart Grid project by utilizing Co-Gen technology, PPA etc..

Managed ($250M) multiple Military Construction (MILCON) and Repair (SRM) projects for multiple installations on Okinawa; served as the primary leader throughout the project life cycle; ensured technical adequacy of all design deliverables; oversaw construction reviews and procurement of the projects, and supervised & administered construction contracts, change orders and RFIs.• Effectively planned and executed end of year O&M projects with creative strategy. This strategy relieved organizational resource and increased obligation of customer budget and confidence in our organization execution capability.• Effectively executed and managed MILCON construction projects (LEED Silver) and other SRM projects within budget and cost.

Managed over $480M worth of school construction projects, including five host nation projects, two MILCON projects in Korea and two MILCON projects in Japan and Okinawa areas. Conducted technical, functional, maintainability, and life safety design review. Facilitated project planning, funding, design reviews with district superintendents, school principals, military commanders, architect-engineer consultants, construction contractors, and other stakeholders.• Closely coordinated with various stakeholders in Korea District, implementing creative strategies (phased acceptance and alternative school moving dates) to ensure smooth school opening under tight schedule. • Swiftly handled schedule conflict between school and base command expectation to minimize project cost and schedule risk.

Acted as Deputy Engineering Director managing 25 personnel design team in support of $40M annual facility sustainment program for nine USMC camps and an air station. Organized, planned, and coordinated facilities projects, including funding management, design and construction support; Managed preparation of plans and specifications and provide sound engineering solutions; ● Implemented design build strategy over $40M annual facility sustainment program, which increased project execution efficiency by 100% and saved multi-million design cost by eliminating frequent design update with conventional design bid build strategy. ● Created innovative process-streamlining strategies and developed and employed programmatic master database and execution plan to ensure proper project tracking and resources leveling within engineering section, which improve work performance and reporting efficiency by 100%.● Established staff and technical meetings to resolve conflict, improve communication, ensure timely project execution and best practices and cooperation among different departments.

Oversaw and coordinated over $18M in construction contracts and managed the Navy’s largest and most comprehensive Base Operating Support Contract and assisted Energy Manger on meeting base energy conservation goals.• Established the monthly energy conservation board chaired by the base Commanding Officer, which effectively monitored all the energy saving objectives.• Developed and analyzed contractor performance assessments to regional command authority for award fee board for determination. Service provider and government relationships had been improved drastically, leading to a better business operation and partnership among all stakeholders.• Established and trained energy team member. Performed energy audits and implemented retrofit projects including T8 lighting retrofit, occupancy sensors, and HVAC retrofit. • Initiated and managed the plastic lumber for base-wide road sign project, coordinated the solar film project on over 35 facilities and initiated electrical metering system project. Reviewed numerous energy saving proposals, including waterless urinal, solar panels for the barracks and Ocean thermal energy conversion (OTEC) project.

Conduct maintenance on P-3 Orion.

• Delivered over 50 engineering designs on superstructures, substructures, decking, retaining wall and other bridge related structures for 8 direct connectors on IH-130 Highway on schedule with high qualities.• Developed standard structure calculation, which increased the design calculation efficiency by 100%, and allowed in-depth study of most economical beam design study.• Developed most cost effective alignments, profiles, and bridge framings for 8 major direct connectors, which saved millions in construction cost.
