Lead the City's response to the COVID-19 Pandemic starting on 24 January 2020 putting together a pandemic response plan and convening the core team that expanded to a full Emergency Operations Center with over 750 EOC and field staff and hundreds of non-profit partners responsible for overseeing some $350 million in response and relief efforts including;+ Ensuring safe continuity of all essential city services ranging from fire and police to water supply and garbage pick up,+ Transitioning 40% of the workforce to remote in a matter of days, and building out digital processes, workflows, and hardware and network capacity needed to support secure and effective teams,+ Scaling up feeding to support Second Harvest and other partners to deliver over 110 Million meals+ Closing the digital divide by providing over 15,000 hot spots to children and families needing connectivity to continue learning, and building out enhanced wi-fi in dozens of parks, libraries, and community centers,+ Providing safe learning environments in libraries and community centers for children,+ Providing safe sheltering and transition to housing for thousands of homeless individuals and families,+ Standing up vaccinations in support of the County focusing on our most vulnerable getting over 20,000 people vaccinated+ Providing timely, reliable information on health restrictions and relief resources in English, Spanish, Vietnamese and Chinese in email, social media, radio, print media, in person canvassing, and physical signageThe response focused on supporting those most burdened by the disease and the economic crisis and used agile frameworks and methodologies to focus effort on high impact and rapidly scale successful pilots.

Led national award winning Strong Neighborhoods Initiative and developed strategic plan which engaged hundreds of staff and thousands of residents in 85+ neighborhoods in comprehensive neighborhood improvement.Managed and led a diverse staff of over 50 that supported neighborhood development and improved organizational effectiveness with a capital budget of $140 Million

Facilitated complex negotiations and oversaw urban real estate development projects including;+Facilitated the Mayor's 30 member taskforce on potential high speed rail station, major league ballpark, and private development that brought together concerned resident activists, business leaders, and transit organizations to craft a unanimous agreement on a framework to guide implementation of future development. This work and participatory approach laid the foundation for the development of the area that is now to become the second Google headquarters.+ Conducted 76 one on one and community meetings to develop a unified community vision for the redevelopment of the City Corporation Yard site in Japantown and revitalization of the neighborhood business district.+ Crafted and facilitated a process that lead to the successful re-use of a closed downtown hospital site and garnered unanimous support from neighbors, health care activists, health care experts, and the property owner.

Created the national award winning Strong Neighborhoods Initiative and developed 19 neighborhood plans which engaged over 4,000 resident leaders supported by neighborhood teams guided by the principles of;1. Responding to community priorities.Managed and led a diverse staff of over 50 that supported the development of resident lead plans and actions.

Served as the first practitioner to chair the board that accredits all of the Master of Urban Planning programs in North America. + Lead the transition that resulted in paying off all past debts, selecting a new executive director, and relocating the office to Chicago with it's sister organization the American Planning Association.

Managed special projects for the City Manager including;+ Determined Citing and initial scope of new Animal Services Facility+ Trained facilitators and community organizers in Neighborhood Services+ Assisted in the development and scaling of an performance measurement and service improvement efforts,+ Facilitated the creation of the Strong Neighborhoods Initiative and become it's first manager.

+ Responsible for 12 week training of 50+ volunteers in language, technical, and cross-cultural skills to prepare them for 2-year assignments in Morocco + Managed up to 70 support staff from trainers to cooks to drivers in a remote site+ Responsible for security and safety of all volunteers and staff

Developed and lead multi-lingual national survey research teams in Chad and Niger to understand the economic realities of rural education and understands parents perspective and motivations around boys and girls schooling. The resultant studies made pragmatic recommendations on improving rural education policy more appropriate to the local cultural context and within the means of the limited financial capacity.

Supported water and sanitation and urban programs across the globe by;+ Reviewing and recommending training materials and books available to all volunteers+ Facilitating in service training and conferences in west Africa+ Identifying and short term consultants to support programs across the globe+ Providing feedback on country plans and training approaches to align with best practices

Worked with 1,000 Arabic speaking farmer members in Chad to develop a thriving agricultural cooperative that increased farmer profits and the supply of fresh fruits and vegetables in the capital city.Trained next cohort of Peace Corps volunteers in participatory community development, cross cultural, and project management.Responsible for training site and rescue of trainees in capital City during violent coup attempt.
