About Kipling Mecum
Kip Mecum spent 33 years at the University of Illinois Urbana-Champaign campus in various postions. He retired in 2008 as the Director of Emergency Planning. Prior to his retirement he was assigned to work with the Illinois Campus Security Task Force – Training Review Subcommittee for College & University Emergency Planning. This working group was created by the Governor to review campus response to active shooter threats and emergency planning in general. This task force cited the University of Illinois Office of Campus Emergency Planning website as a "best practices" website for the development of campus emergency operation plans. During his tenure, he served on numerous campus safety committees including the Radiation Safety Committee, Biological Safety Committee, Chemical Safety Committee and the UIUC Public Safety Advisory Committee. He chaired the Facitlies and Service Safety Committee and was instrumental in overseeing the initial development of the Committee. He also chaired the after action review committee looking into the impact of the Abbott Power Plant fire and explosion in January of 2001 that resulted in the total revision of the Facilities and Services Emergency Operation Plan.

Adjunct Faculty, Instructor
Kip Mecum joined the adjunct faculty in the Academy of Counter Terrorism in the NCBRT at LSU in December 2008. The NCBRT is the largest agency within the National Domestic Preparedness Consortium (NDPC)funded by the Department of Homeland Security for the provision of emergency planning and preparedness training to qualifying agencies throughout the United States. Duties have included working with other faculty to present the “Campus Executive Seminar: Prevention of, Response to, and Recovery from Campus Emergencies” to college/university administrators at 35 different colleges and universities. Kip was assigned to work with other NCBRT staff on the “recertification” of this Department of Homeland Security (DHS) training course and was the primary author for modules 4 and 5 for the next three year period. Module 4 covers the importance of developing an emergency operations plan for the campus and the importance of conducting a mitigation plan and risk assessment survey. Module 5 discusses the important role that NIMS and ICS play within the framework of a campus response to an "all hazards" situation.

The Director of Emergency Planning is responsible to review, maintain, and recommend programs, policies, and issues related to the emergency response capability for the University of Illinois Urbana-Champaign Campus. This includes representing the campus on various safety committees, local emergency response committees, community liaison activity, and coordinating and consulting with peers, supervisors and University administrators to assure an effective emergency response by the University in the event of an unforeseen emergency, natural disaster, or terrorist act.

The Director of Operations and Transportation Services is responsible to supervise, plan, direct, control and organize the activities of the Operations and Transportation Services unit within the Planning Construction and Maintenance Division (formerly the Operation and Maintenance Division) , comprised of Custodial, Grounds, Operating Engineers, Transportation Section, Garage and Carpool and Waste Transfer Station. This unit was broken up in a merger in the Spring of 2003. Prior to its reassignment it consisted of approximately 500 FTE’s and a budget of >$22 million. Individuals assigned to this unit were responsible for routine custodial service to all campus buildings, routine grounds maintenance, delivery of personnel, waste hauling, construction activities related to heavy equipment, carpool rental and maintenance of the University vehicle fleet totaling some 2000 pieces of equipment. This unit was a primary emergency responder to campus crises and solely responsible for campus snow removal efforts.
