Subject matter expert and management for installation-community compatible use planning, general community planning, and special projects in the Pacific, particularly Guam and the Commonwealth of the Northern Marianas

Facilitates Intergovernmental Service Agreements (IGSAs) between military installations and state and local public partners. Achieve win-win partnerships on behalf of Army Installation Management Command (IMCOM), the Air Force Community Partnership (AFCP) Program, Navy Region Southeast, and the U.S. Army Reserve. Proposes and refines partnership ideas. Briefs concepts, leads meetings, and facilitates discussion between installations and public partners.

Conduct site inspections and write Environmental Condition of Property (ECP) Reports (Phase I / Environmental Baseline Surveys) for facilities managed by the the Army Reserve Installation Management Directorate (ARIMD). Write and coordinate development of Findings of Suitability to Transfer (FOSTs) for real property disposal actions. Engage with the U.S. Army Corps of Engineers client. Conduct Internal Technical Review (ITR) of team documents.

Lead regional resiliency study of critical infrastructure vulnerabilities in Solano County, California. Manage team members and functional groups to scope and budget. Second-largest Military Installation Resilience Review (MIRR) grant from DOD's Office of Local Defense Community Cooperation (OLDCC).

Public outreach and support to the State of Maryland's Department of Planning in developing the website and handbook for the Maryland Military and Civilian Compatible Use Project

Reviewed and edited scope of work, including activities, anticipated deliverables, and timeline. Developed summary to translate scope of work for leadership upon contract receipt. Drafted quarterly reports related to activities and percentage of work completed. * Coordinated internal working groups across operational and facility management staff, in particular planning and facility management. Briefed internal staff on relevant Air Force policy and procedures, as needed. Liaised with Local and State government offices, elected officials, and other Federal agencies. * Tracked external activities that may impact client work, including Local, State, and Federal regulations, policies, and procedures. Identified concerns, escalated for client awareness and review, and recommended courses of actions. These included impacts changes to airspace use and aircraft traffic patterns and the susceptibility of southern Florida to climate change-related storm intensification and saltwater intrusion into groundwater supplies. * Drafted briefing slides, bullet memos, explanatory white papers, position papers, and formal letters and emails, among other written deliverables. * Served as a co-presenter for a session on program sustainability at the 2016 American Planning Association National Conference. * Reviewed work by external consultants, asked for clarification, and provided suggestions.

Reviewed operations plans; National Environmental Policy Act studies; management plans for natural resources, stormwater, and cultural resources; and traffic studies, among others. Conducted one week of on-site interviews, followed by one week of community stakeholder interviews. Worked with team to draft reports that included strengths, weaknesses, opportunities, and threats; ranked urgency of changes required; proposed solutions; and suggested timeline for implementation. * Conducted field and desk research on a wide variety of topics. These included solutions for wind turbine impacts on airport radar; constraints related to establishment of critical habitat for Federal threatened and endangered species; conflicting land use plans with Local municipalities; physical and regulatory restrictions on airspace; long term access to water in areas undergoing a long-term drying trend; relations between Federal agencies and sovereign Indian tribes and Native Hawaiian Organizations; and aircraft obstruction hazards created by civilian tall structures outside military lands. * Identified challenges that also posed opportunities to work with and build relationships with Local, State and Federal stakeholders. * Drafted and reviewed lengthy analytical reports, executive summary reports, public-facing brochures, briefing slides, and other written deliverables.
