During my tenure, The Center for Resource Solutions helped pave the way for a possible $30B consumer green power market emerging from the nation's $200B electricity market. We created comprehensive green-power certification criteria and a related auditing system to tighten scrutiny of green power marketing statements being made under previously loosely defined federal rules. The work required facilitating certification criteria discussions between private sector, environmental, consumer advocate, regulatory, and federal government stakeholders. Highlights included:➢ Helped launch the Green-e Renewable Energy Certification Program, the nation’s first certification initiative for retail green power, which garnered participation by 75% of initial market participants and captured business from 30 established Fortune 100 power companies. ➢ Developed the first green power certification criteria linking deregulated electricity markets and utility green pricing programs for every region of the U.S.➢ Secured national acceptance of the certification program and introduced/implemented diversified program offerings, including a new focus on energy efficiency, which led to 500% program growth over a five-year period.➢ Contributed to National Association of Attorney Generals and Federal Trade Commission consumer protection programs tailored to the market. ➢ Assisted in fostering the first Executive Order requiring federal facilities to purchase green power.➢ Championed launch of the US EPA Green Power Partnership program – the first federal government recognition program for corporate green power purchasers.➢ Conceptualized and launched the first national green power marketer’s conference, which still continues, and the first industry awards programs, including the “Green Power Pioneer” award.

The Business Council was comprised of companies representing more than $200 billion in combined annual revenue. We focused on garnering better climate policy, honing federal R&D priorities on clean energy, securing support for clean energy projects from bilateral and multilateral financial institutions, and promoting best practice integrated resource planning that accounted for the environmental costs of energy production.In my role as policy director, I helped create and implement our policy advocacy approach, drafted and delivered congressional testimony, kept our members apprised of and involved in our policy work (including leveraging the staff and resources of our member companies to achieve our goals), and took the lead in crafting Business Council policy positions that could win the support of our members. We collaborated with an environmental advisory committee to set priorities. Some Business Council achievements included:➢ Testified before the House and Senate on clean energy issues.➢ Garnered multi-million-dollar corporate, foundation, and federal government grant support for the organization.➢ Spurred shifts in US policy on global warming, lending practices at multilateral investment facilities, and global carbon trading by creating and leading policy task forces comprised of our members and advisors.➢ Authored, “Changing Tide: Tomorrow’s Clean Energy Today,” a compendium of emerging clean energy technologies and services, to support the Council’s federal agency, legislative and international policy advocacy efforts.➢ Championed doubling of membership and expansion of European activities with the creation of the sister European Business Council for Sustainable Energy.
