Surveillance & detection The main aim of Vigilance Department is to initiate steps to curb corruption and malpractices in the department.The prime functions to achieve this are as below:i) Investigation of complaints having vigilance angle against all categories of employees.ii) Monitor progress of action recommended by Vigilance against such employees.iii) Study and examine systems & procedures followed in the department.iv) Identify corruption prone areas and suggest remedial measures to minimize scope for corruption or malpractices.v) Maintain surveillance on personnel posted in sensitive/corruption prone areas.vi) Draw and ensure implementation of action plan on anti-corruption measures.vii) Oragnise,conduct surprise checks in sensitive & corruption prone areas.viii) Prepare list of employees of doubtful integrity.ix) Maintain surveillance on employees of doubtful integrity.x) Implementation of guidelines issued by CVC as contained in the Vigilance Manual,amendments/circulars issued by the CVC from time to time.xi) Ensure speedy processing of vigilance cases at all stagesxii) Ensure that there is no delay in the appointment of the Inquiry Officer, and that no dilatory tactics are adopted by the accused officer or the Presenting Officer.xiii) Ensure that the processing of the Inquiry Officer?s report for final orders of the disciplinary authority is done properly and quicklyxiv) Scrutinise final orders passed by the Disciplinary Authorities subordinate to the Ministry/Department,with a view to see whether a case for review is made out or not.xv) Assistance to CBI in the investigation of cases entrusted to them or started by them on their own source of information.xvi) Ensure that the competent disciplinary authorities do not adopt a dilatory or law attitude in processing vigilance cases,thus knowingly otherwise helping the subject employees/officials,particularly in cases of officers due to retire.
