Sam Kit (Carolina) is the Adviser in the Macao Legislative Council since she has a Law degree from China University of Political Science and Law . Her job is to provide expert opinion (legal, economy, taxation, finance and accounting) in analyzing proposed legislation bills submitted to the Legislative Council by the government. She has worked as the Advisor to the Director-General of Customs of Macao SAR for 14 years. In this role, she provides advices to Director-General in policy issues relating to customs matters such as trade facilitation and IPR protection. Ms. Sam also assists the Director-General in formulating policies to fulfill international obligations assumed by Macao SAR in the customs domain.Ms. Sam has a very diversified work experiences. After obtaining her bachelor degree from the United States, she came back to teach in the University of Macau for 3 years. From 1992 to 1995 she worked as the Deputy Bursar and in 1995 she was appointed to be the Bursar. In 1998 she was transferred to Macao Trade and Investment Promotion Department responsible for Department of Finance and Administration. After the handover in 1999, Ms. Sam was seconded to work as the advisor to Dr. Chui Sai On, then the Secretary of Social Affairs and Culture (the former Chief Executive of Macao SAR) who oversaw education, tourism, sports, social affairs and culture departments. Ms. Sam is a also a Certified Public Accountant (CPA) and holds both an MBA from Asia Open University and a Master of European Studies from University of Macau (Macao).Ms. Sam participates in a lot of community work. She is the President of the Board of Directors of Master of European Studies Alumni Association since its establishment in 2007; the Director of Macao Military Club responsible for the financial management of the Club and organization of members’ cultural and recreational activities from 1998 to 2022. Besides; and also the Vice-President of the Board of Directors of the Macao Civil Servants Golf Association since its establishment in 2008.
