Kit Gorton is a consultant advising healthcare and human services organizations on policy and operations. As a professional speaker, his areas of focus are Medicaid/Duals, accountable care and the use of technology to transform care management. He is a director of Medsolis LLC, an early-stage telehealth solution company. Kit is a Commissioner on the Medicaid and CHIP Payment and Access Commission, a non-partisan legislative branch agency that provides policy and data analysis and makes recommendations to Congress, the Secretary of the U.S. Department of Health and Human Services, and the states on a wide array of issues affecting Medicaid and the State Children’s Health Insurance Program (CHIP). During his business career he led the turn-arounds several health plans, most recently serving as President of Tufts Health Public Plans, Inc. In this role he led the turn-around and integration of the Medicaid subsidiary, expanded the Massachusetts business to include dual eligible and qualified health plan enrollees, and successfully bid to enter Rhode Island’s managed Medicaid program. Kit’s previous public service included serving as the Chief Medical Officer of the Pennsylvania Department of Public Welfare. He received his clinical training in Pediatrics and served in federally qualified health centers for 17 years. Kit is a disabilities advocate who volunteers in the inclusion rowing program at Community Rowing Inc. in Boston. He was previously an officer and director of the Arc of PA.

The Medicaid and CHIP Payment and Access Commission (MACPAC) is a non-partisan legislative branch agency that provides policy and data analysis and makes recommendations to Congress, the Secretary of the U.S. Department of Health and Human Services, and the states on a wide array of issues affecting Medicaid and the State Children’s Health Insurance Program (CHIP). The U.S. Comptroller General appoints MACPAC’s 17 commissioners, who come from diverse regions across the United States and bring broad expertise and a wide range of perspectives on Medicaid and CHIP.MACPAC serves as an independent source of information on Medicaid and CHIP, publishing issue briefs and data reports throughout the year to support policy analysis and program accountability. Responsible for the performance of Tufts Health Plan’s Massachusetts Medicaid and state-based exchange insurance lines and the One Care under 65 Dual Eligibles demonstration. He led the successful geographic expansion into RI Medicaid in 2017 and the transition to Accountable Care Organizations under Massachusetts Medicaid Transformation initiative. Under Kit Gorton's leadership, the programs have grown to approximately 370,000 members. He had overall P&L responsibility for Tufts Health Public Plans Inc., a nearly $2 billion business unit, leading a multi-functional team of approximately 470 direct and matrix reports.

Kit Gorton served as as Vice President for Medical Management for HP Enterprise Services (formerly EDS). In this role he led the medical management practice across the HP Americas enterprise, oversaw the Medical Informatics Center of Excellence and oversaw services and product delivery in the Care Management solution portfolio. In addition he served as the worldwide healthcare strategy lead for HPES.

Kit Gorton practiced as a primary care pediatrician serving low-income and minority children in an urban federally qualified health center. He worked full-time at Hamilton from 1992-1995 and then volunteered part-time from 2000-2008.

As President of the Commercial Division of APS Healthcare, where Kit Gorton led a 500-person division with P&L accountability, sales & marketing responsibility, and operational direction of behavioral health, EAP and disease management services for over 1000 commercial clients. APS’ Managed Behavioral Health Plan provided ASO and full-risk coverage for 2 million beneficiaries in over 30 states. Concurrently, as APS’ Chief Medical Officer, Kit Gorton led clinical policy, informatics and corporate reporting for all divisions.

Between 1995 and 2003, Kit Gorton served in a number of roles in the Pennsylvania Department of Public Welfare. As Chief Medical Officer, he was the lead clinician in state’s largest agency and the senior executive responsible for health policy, contract bidding & oversight and quality management for Medicaid and other programs. In that role he directed the clinical components of the HealthChoices® Medicaid Managed Care program, which outsourced t coverage for over 1 million covered lives to 7 health plans. Kit Gorton also oversaw all UM processes, policies & procedures as well as NCQA Accreditation and was responsible for network development and clinical policy & operations in the in-house FFS program serving approximately 500,000 recipients.
