About Kai Koumatos

I work in the borderland spaces - the places where people who are othered gather to survive. I work with those who live lives that travel adjacent to but never quite overlap with the common narrative of the American life. Regardless of the population - disabled, trans, addicts, mentally ill, queer, poor, orphaned, homeless - I'm repeatedly called to serve those who need to be seen and respected. I'm passionate about using my gifts to help others create a life worth living.I have a BA in Cultural Anthropology with a focus on race and gender. I have an MDiv with a focus on interfaith connections and non-religious spirituality. I've been a committed activist for women's rights, racial/ethnic equality, disability rights, queer rights, and size acceptance for decades. No matter where I am working, I always end up facilitating change, improving efficiency, and encouraging growth.These days, I'm behind the scenes as a System Admin for the Sacramento and Yolo County Homeless Management Information System (HMIS). I provide technical support and training to over 2000 users who work in programs across these counties - outreach workers, housing navigators, case managers, and program administrators. Together these folks provide resources, housing, and hope to the the homeless population in our area. I'm honored and enthusiastic about the work we are doing together. Each life that is changed, each family that is housed, is a victory and another source of hope for a better future for all of our citizens.

    After four years of providing direct service to homeless veterans, I'm moved behind the scenes to provide support and system administration for our CoC's HMIS. We facilitate the use of our HMIS for over 100 community agencies through the creation and maintenance of the hundreds of active programs within our system. My position is a mix of community engagement, data quality and management, training, troubleshooting, and the creation of new programs and agencies in the system. We are also responsible for all federal, state, and city reporting required to maintain and obtain new federal, state, and city funding sources, which are then distributed to the community agencies within Sacramento. We also provide the HMIS for Yolo County, though they manage their own funding streams. As we are a very small team (<10), I share responsibility for all aspects of our work as the Lead HMIS agency in both counties.Additionally, I've taken the initiative to improve our communication with the Sacramento and Yolo CoC agencies who participate in HMIS. I redesigned and updated our department's website presence on the SSF website. I specifically created accessible offering of our documentation and directions related to gaining access and using our community's HMIS. I have also designed our monthly newsletter (set to begin January 2023) and regular e-blasts to improve our communication with our partner agencies. My belief is that clear and consistent communication about available training, data quality issues, and tips on using our HMIS will improve user engagement and the quality of our data.

    I provided wrap-around case management to our homeless disabled veterans and their families. They each had a Housing Specialist who was responsible for identifying and securing their housing, but all other needs were my responsibility. I worked closely with clients to establish their long and short term goals to gradually improve their situation and become more stable. I assisted clients with a wide variety of needs including:Increasing income including employment and obtaining/increasing benefitsReferrals and support to access medical, psychiatric, and drug/alcohol treatmentEducation about budgeting, especially to assist with the responsibilities of being housedSupporting them as they slowly took over financial responsibility for their housingReferrals and support to legal assistance for financial and child custody issueReferrals and support for clients fleeing domestic violenceFinding solutions for clients who were on sex offender lists, often due to minor incidents from decades earlier, which barred them from employment and housing opportunitiesThis job required heavy coordination with local non profits, state and federal governmental agencies, and faith based organizations to meet the veteran's varied needs.In addition to this work, when COVID-19 hit, I took over the responsibility of getting our clients into hotels to keep them safe. This was particularly important for our elderly clients and those who had medical conditions that made them specifically vulnerable to the virus. Maintaining the housing of hundreds of veterans in about a dozen hotels involved regularly extending reservations, securing special accommodations for disabled clients, mediating issues with hotels and manually moving clients to other locations if needed. I also acted as the go-between with hotels and our management staff regarding issues of payment, deposits, and other financial responsibilities for our clients.

    We served the hardest to house - chronically homeless, physically and/or psychologically disabled including long term alcohol and substance abuse disorder. Because of each client’s unique situation, we adjusted our approach to housing for each individual. When possible, we offered mediation with a client and their family members or friends who are hesitant to take the client in. We were able to use SSVF funds to help the client pay rent for their lodging as we supported them in increasing their income and learning to contribute to the household. For veterans who qualified, we helped them obtain HUD-VASH vouchers through the VA. Once obtained, we found qualifying housing opportunities that accepted vouchers. For clients who neither had family nor qualified for a housing voucher, we worked with a collection of room and board landlords to secure them a room in a shared living space that was more affordable and accessible than conventional rentals.All of our clients had separate case managers who were working closely with them to increase their income through employment and/or obtaining and increasing their benefits, so as our program was paying for housing, they were slowly becoming more independent. They were also being provided with referrals and support for medical, psychiatric, alcohol and drug treatment, budgeting, crisis management, and other needs that improved their stability. As the Housing Specialist, it was my responsibility to get them housed and then work closely with their landlord and their case manager to address any issues that might jeopardize their housing.I joined this team as the organization was opening our offices in Sacramento. This gave me the opportunity to develop employee training, formalize our procedures, create forms and documents, and discover ways to track our efforts to house our clients.

    Our office was both the Disabled Student's Testing Facility and the Center for Learning Disability Testing.As the testing facility on campus for all alternative testing, we scheduled and proctored tests in a collection of secure rooms for students from the entire campus. We maintained strict and careful records of when tests were received, taken and returned either directly to professors or to the division offices.
