Analyzed MC4 mission environment, led mission working groups, and developed foundational DOD Architecture Framework (DoDAF) Enterprise Architecture documentation used to justify and defend $1.2B program budget, and enable horizontal integration with PEO EIS programs and systems.Served as the founding team member of the MC4 Program Management Office (PMO) Technical Team at Fort Detrick, MD. Conceived and implemented stand-up of baseline Microsoft Windows NT technical architecture and logistics management across the entire product life cycle of software and hardware. Led Customer Engagement Process, and became the key MC4 Program Office touch point for medical operational experts from U.S Army Medical Command (MEDCOM), and logistics experts from Combined Arms Support Command (CASCOM). Entrusted by the MEDCOM and CASCOM community with integration of mission priorities into cost-effective technical solutions, deployed through the MC4 program.Developed a comprehensive Program Work Breakdown Structure (WBS) from validated medical operational requirements. Identified key medical and logistics systems interoperability opportunities, and successfully tripled RDT&E budget across the FYDP and coordinate interoperability with other PEO EIS programs.

Developed program plan, VAX/VMS & Oracle software architecture, and hiring strategy for the program foundation in 1992 that set the stage for a 15 year effort that transformed DSCS control system, dramatically reducing costs and increasing mission effectiveness.
