Enterprice ArchitectCity Of Santa Clara (Unisys) Nov 2016 - Jun 2017San Francisco Bay AreaAs part of a managed services proposal team, Mr. Warren participated in a rebid proposal for Unisys to provide comprehensive IT managed services to the City of Santa Clara. Mr. Warren’s role was to establish the foundation for a new Enterprise Architecture Practice for the City. The Enterprise Architect role was envisioned to span all of the Service Towers and provide a strategic, cross-tower perspective including Business Strategy, Infrastructure, Applications, Cyber-Security, and End-User support. As part of the proposal team, Mr Warren developed a custom domain framework and laid out the approach for establishment of the Enterprise Architecture Practice in a managed services setting. The rebid was successfully won by Unisys, and a new contract was put in place starting 7/1.

Business Systems ArchitectBlue Shield Of Ca Apr 2015 - Nov 2016San Francisco Bay AreaAs part of a strategic process improvement initiative, Mr. Warren designed and oversaw the development of a Custom Methodology and Modeling system for the Product Development Life-Cycle for all Blue Shield CA Insurance Products leveraging the HP - ALM platform. BSC produces hundreds of new or modified plans (products) every year to accommodate hundreds of individual employer group customizations and align with appropriate provider networks. Every one of these products must be approved by regulators before it can be sold. Once approved, each product must be configured into Facets, the adjudication engine that processes all claims. Facets is driven by configurations that are very flexible, but with the complexities of multiple regulatory bodies including the Covered California exchange, multiple State regulators, and HIPAA laws, the configuration process can be very error prone. Traditional methods seek to interpret sales and filing artifacts into configurations. This initiative seeks to transform the industry-traditional artifact-based processes into data-driven processes for automatically generating all legal, sales and filing artifacts along with the accompanying Facets configurations for all BSC products with the goal of significantly shorter time-to-market, more consistent processes and higher quality with regard to significant reduction in claim and filing errors. -
