This results in significant time and resources wasted on actions that give the illusion of progress but do not address the root problem.In my recent role as Executive Director of the Governor’s Office of Management and Budget for the state of Utah, I lead an amazing team that utilizes TOC on a daily basis to improve the operational performance and budget practices of Utah’s executive branch. We have applied these transformational principles in every type of government system and each experienced breakthrough results. Under the Herbert Administration, my team and I led the effort for Utah to achieve a 35 percent measurable improvement across all participating government agencies, which resulted in significantly better outcomes for customers and taxpayers. I believe any and every organization will see similar results when they apply these principles correctly. During my tenure as Executive Director at GOMB, Results for America named Utah as one of five leading states that are effectively using data and evidence to improve outcomes for residents.I recently teamed up with TOC expert Yishai Ashlag to write “Stop Decorating the Fish.” Written as a business fable, the fictional story illustrates the ineffective problem-solving strategies often utilized by government agencies and business leaders across the globe. This book serves as a reader's guide on how to recognize seductive solutions that won't make any real impact. We also created a companion workbook. All net proceeds go to the National Federation of the Blind.My professional purpose is to share knowledge and tools to empower people to achieve these types of results regardless of where they work or what type of program they administer. I originally was honored to serve in the cabinet of Governor (and Presidential Candidate) John Huntsman Jr. I then continued in this post under Governor Gary Herbert. My tenure here was during the severe economic downturn of 2008-2009 when caseload growth was unprecedented and state budgets were declining. I began to introduce Theory of Constraints principles to the department and we not only kept up with the caseload, but we improved quality and saved taxpayers over $30 Million. We also re-focused and re-energized employment programs statewide by tying together Utah’s workforce, education and economic development constituencies.
