Led independent evaluation of the US State Department's $700 million Central America Regional Security Initiative encompassing programs in Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama. Support design and implementation of strategies aimed at promoting private sector support for juvenile justice project in El Salvador. Lead development of technical proposal on civic engagement of Guatemalan at-risk youth, based on a "Youth Positive Development" approach and with special attention to gender equality, indigenous rights, strategic communications and "Thinking and Working Politically" lessons.

Develop "Action Guide for the Prevention and Mitigation of the Nexus between Organized Crime and Democratic Politics" which includes strategies, good practices and programming examples from around the world. Make presentations in Lima, Peru to electoral management organizations and newly elected legislators on strategies for mitigating the influence of organized crime in politics.

Identify potential funding sources from the private sector (foundations and corporations) and develop fundraising strategy for ILO regional child labor initiative.
