At the Kansas Department of Health & Environment Bureau of Water in the Municipalities sector, I reviewed permits for municipal discharging lagoon wastewater treatment facilities. My comprehensive expertise ensured that these facilities complied with permit conditions, and I was adept at identifying shortcomings and recommending practical approaches to resolve non-compliance issues. I provided official inspection summary reports for on-site wastewater treatment plant upgrade project inspections. I coordinated with District Office staff to schedule inspections and participate in pre-construction conferences, construction management evaluations, and final inspections for these projects. I prepared official reports that met the Department's requirements and forwarded copies to the municipality, loan administrator, consulting engineer, contractor, and KDHE project file. I was responsible for developing a tracking system database for managing effluent limits for Kansas's significant municipal wastewater plants, ensuring that all major containment issues were addressed and remedied. I managed the National Guard Bureau Facilities Energy and Water Conservation Program (NGB-ARI-FM) for the Kansas Army National Guard Facilities Management Office.My responsibilities included managing essential program requirements for 148 facilities and 2.5 million square feet of space. I also worked collaboratively with other NGB Energy Managers nationwide to achieve Department of Defense and federal energy goals in compliance with the Energy Policy Act 2005 and KS SOP11-27. Additionally, I was a representative on the Energy Managers Working Group, a national committee that assisted NGB in program development and implementation.

The main responsibility was to perform laboratory tests using the Limulus Amebocyte Lysate (LAL) assay method to identify endotoxins associated with Gram-negative bacteria for the final release of the product. This specific assay involves using lysate prepared from the circulating amebocytes of the horseshoe crab (Limulus polyphemus). The two testing methods include the gel-clot method, which is based on the fact that LAL clots in the presence of endotoxin, and the chromogenic assay Kinetic-QCL, which uses a synthetic chromogenic substrate that produces a yellow color when LAL and endotoxin are present, and the intensity of the color is directly proportional to the endotoxin concentration.

As a Research Engineer, my primary responsibility involved coordinating and assisting in the formation and development of evaluation panels for technology verification projects. I gathered and organized data for various research efforts, incorporated outside analysis into project deliverables, and worked with various environmental stakeholders. My work encompassed a diverse spectrum of projects, including wastewater, stormwater, erosion, and sediment control, and remediation verification projects. My most notable work involved overseeing national research surveys and benchmarking efforts for erosion and sediment control projects, such as the Tommy Silt Fence Slicing Installation Evaluation, the Dust Control/Road Stabilization Agents for Unpaved Roadways, and Biobased Construction Materials. Additionally, I managed the technical evaluation of Graffiti Removal Technologies, which involved a national survey to all 50 state Departments of Transportation (DOTs). Moreover, I provided management oversight of a component of the Efficient Lighting Initiative (ELI) for CERF’s (sister organization), the International Institute for Energy Conservation (IIEC). ELI is a three-year, US $15 million program designed by the International Finance Corporation and funded by the Global Environment Facility to accelerate the penetration of energy-efficient lighting technologies into emerging markets in developing countries. My primary responsibility was to manage the “cross-cutting” activities (CCA) that supported the implementation of ELI. The purpose of the CCA was to facilitate and promote sharing of information across the seven countries involved in the program, as well as provide a conduit by which to share its lessons and successes with outside groups and channel expertise to the seven-country programs.
