I am the sole agency representative for USDA National Appeals Division (NAD) cases involving agricultural producers with delinquent debts associated with contracts of insurance insured or reinsured under the Federal Crop Insurance Program, and governed by the Federal Crop Insurance Act. I provide executive level management with recommendations to improve and overcome shortfalls and deficiencies and formulate alternative courses of action for the solution of complex cross cutting issues regarding the federal crop insurance program. My duties include preparation of responses to congressional inquiries, policy documents, briefings, reports, summaries, responses to requests for information, and other substantive documents.Additionally, I review, analyze, evaluate and recommend for approval terms and conditions of crop policies and federal regulations, administrative procedures, and changes in procedures designed to facilitate the proper implementation of crop insurance legislation. I develop and implement new and existing crop policies and federal regulations for all phases of the crop insurance program administered by the Agency using procedures approved under the Administrative Procedure Act. In FY 2015, I attained a 93% success rate in 181 cases. In FY 2016, I had a 90 percent success rate in 138 cases. I am licensed to practice law in Kansas and Missouri.

Team tasked with collaborating with co-workers to implement initiatives to create a work environment where all employees and customers are treated with dignity and respect, and have opportunities for success. Negotiated with management to provide more opportunities for field office visits to enhance a collective understanding of agency goals. Established listening sessions to facilitate dialogue between non-managerial employees and managers. Negotiated with management to provide more continuing education opportunities.

We worked to implement cultural competency in the work place, including collaborating with management to increase opportunities for special emphasis programs, internally and externally. I worked with the RMA Cultural Transformation Taskforce in conducting employee feedback sessions, agency-wide.

I administered the USDA-RMA research partnership program, overseeing grants from start to finish. I drafted award documents, modifications, and supplemental agreements for more than 77 cooperative agreements, annually. I participated in working sessions with USDA general counsel to refine and modify the terms of the agreements. I managed scope of work, statements of work, cost estimates, technical evaluation factors, requests for proposals, award, monitoring, evaluation, coordination, and close-out of agreements. I drafted and finalized documentation regarding adherence to policies, procedures, OMB financial circlars regarding procurement and acquisition. I reviewed agreements, ensuring services were delivered according to contract language and that successful contract performance was fulfilled. I briefed management on potentially controversial issues and issues with far-reaching implications. I successfully presented arguments to the Office of General Counsel advocating for the continuation of elements of RMA’s cooperative agreement program under current federal law.As a result of my expertise regarding cooperative agreements, I was chosen as part of a Lean Six Sigma Team for my knowledge and experience in grants and cooperative agreement law. I was a key team member in streamlining the administration process of all grants and cooperative agreement programs, agency-wide.

I was tasked with gathering and preserving documentary evidence, witness interviewing, compiling written statements and reports, and examining business records of crop insurance agents who sold and serviced federally reinsured crop insurance policies. I received extensive training in constitutional law, and civil rights, conducted by the Department of Justice in conjunction with the Risk Management Agency’s Civil Rights and Community Outreach Staff including: o Title VI of the Civil Rights Act of 1964 - examination and investigation of complaints and allegations of discrimination arising under Title VI within the scope of the duties of the Risk Management Agency’s Civil Rights and Community Outreach Division.

I administered and negotiated real estate contracts, leases, and easements. I assessed and developed procedures and materials used in reviewing contracts for conformity to laws, regulations, and policies. I worked as part of a team performing negotiations with external land owners to develop and revise agreements. I reviewed vendor invoices in light of contractual terms and conditions to verify accuracy and reduce costs when possible.
