I provide executive level management with recommendations to improve and overcome shortfalls and deficiencies and formulate alternative courses of action for the solution of complex cross cutting issues regarding the federal crop insurance program. My duties include preparation of responses to congressional inquiries, policy documents, briefings, reports, summaries, responses to requests for information, and other substantive documents.Additionally, I review, analyze, evaluate and recommend for approval terms and conditions of crop policies and federal regulations, administrative procedures, and changes in procedures designed to facilitate the proper implementation of crop insurance legislation. I develop and implement new and existing crop policies and federal regulations for all phases of the crop insurance program administered by the Agency using procedures approved under the Administrative Procedure Act. In FY 2015, I attained a 93% success rate in 181 cases. In FY 2016, I had a 90 percent success rate in 138 cases. I am licensed to practice law in Kansas and Missouri. -
