Director Of Innovation And Accountability - Mental Health And Substance Abuse Services Division
As Director of Innovation and Accountability, reported to the Associate Commissioner, overseeing the IT and data system needs for mental health and substance abuse service services, including over 90 contract providers that served over 100,000 consumers statewide each year. Identified areas for improvement and innovation throughout the service delivery system. Oversaw a $400 million budget for the mental health and substance abuse service delivery systems, including operations of 6 facilities and over 100 different community contract providers, during a critical moment for the department as massive cuts were needed with minimal impact to consumers. Supervised a staff of seven employees in this role.
Director Of Information Services - Substance Abuse Division
In this capacity, lead the development and implementation of the Alabama Substance Abuse Information System (ASAIS), working closely with a third-party vendor. This system serves as the primary data collection source for all publicly-funded substance abuse treatment and prevention providers in Alabama. It currently processes $3 million per month in claims for 25,000 substance abuse treatment recipients per year. During the implementation of that system, became extremely familiar with HIPAA-compliant transaction sets (837/835, 270/271, etc.), as well as the technical specifications for the Alabama state finance system (AFNS) and interactions with the state Medicaid Management Information System (MMIS), including HL7 and HIPPA-compliant transaction sets. Was also responsible for the reporting of information on the services provided and clients served to various stakeholders including federal funders at the Substance Abuse and Mental Health Services Administration, an agency under the Department of Health and Human Services.
Program Manager (Planning And Economic Development Specialist I/Ii)
Began in this capacity overseeing the portion of Safe and Drug-Free Schools and Communities dollars that was set-aside to be distributed by the Governor's office. I managed the distribution and oversight of $3-4 million to dozens of community providers across Alabama. I was then tasked with applying for the State Incentive Grant program through the federal Substance Abuse and Mental Health Services Administration. Based on the application I drafted, Alabama was awarded a $9 million grant ($3 million per year for 3 years) to develop capacity and encourage development of community coalitions throughout Alabama. I was the assistant director of the project for the first year and a half, assisting in training and developing capacity in 12 targeted communities. I took over as the director of the program in February of 2005 and continued to work very closely and travel extensively to these communities over the next year.
