Directed a team of over 150, including eight directors, and 13 managers responsible for child care fee assistance administration, respite care services and help desk operations. Oversaw operations and budget for military contracts of over $160M while managing client relationships and continuity of operations. Served as the subject matter expert on the military child care system and programmatic strategic direction.-Conducted project management activities to include managing development projects from planning to implementation for a custom fee assistance database solution.-Directed cross-functional teams to include developers, quality assurance analysts, business analysts, managers, directors and support staff across the organization and serves as the project manager for transitioning multi-million contracts by identifying requirements, developing process/procedures and facilitating communication with stakeholders. -Managed custom database (200,000+ records) concept documentation, budget for system enhancements ($1M+), bug fixes, and User Acceptance Testing (UAT) environments. -Conducted business development activities to include sales meetings, proposal writing, pricing, and contract negotiation.-Served as the liaison with the Department of Defense (DoD), Army, Navy, Marine Corps and Air Force for the organization. -Maintained relationships with industry corporate partners such as KinderCare, Learning Care Group, Bright Horizons, Goddard School, NAEYC, NAC, NECPA, and COGNIA to facilitate business development and partnership opportunities.-Conducted detailed analysis of conceptual program changes and provides feedback on associated cost and impact.-Provided coaching and mentoring to department senior directors, directors and leadership.-Monitored department progress, facilitates continuous process improvement systems and ensures contract deliverables are maintained to meet or exceed service delivery requirements.
