Main duties:1. To find possible university partners for HKIT, with the partnership with existing university phasing off2. To liaise with the British Council and UK universities, in order to look for possible partners in collaborative delivery of programmes in Hong Kong.3. To prepare the Institute for the institutional audit and course approval by non-local partners.4. To prepare the Institute for accreditation and registration of non-local Degree programmes, including the drafting of accreditation documents and preparation for the HKCAAVQ site visit5. To oversee the Institute’s internal quality assurance, e.g. committee meetings, election of committee chairpersons, renewal of committee membership, weekly staff meetings, arrangement of class visits, and handling of student complaints.6. To liaise with the Education Bureau for various projects, e.g. the Annual Data Collection Exercise, and Non-Means-Tested Subsidy Scheme

Joint Quality Review Committee Limited (JQRC) was an independent corporate quality assurance body established in August 2005 by the Heads of Universities Committee (HUCOM) of Hong Kong constituted by the eight institutions under the aegis of the University Grants Committee (UGC). Its major function was to provide for the peer review of the quality assurance processes of the self-financed sub-degree programmes of these institutions. It was dissolved in 2016.
