Assists the Director in the command's flight and test policy, and resource allocation for flight management, airfield services, weather services and command and control operations and plans.

Led over 1,300 active duty military and civilian members in six diverse squadrons supporting 33 B-1B/28 C-130J aircraft worth $13B. Executed base-wide communications, base defense, civil engineer, emergency response, human resources, contracting, logistics, and family support services. Oversaw $69M budget, 1,200 facilities, 7,000 acres, and 1,820 on-/off-base military housing units supporting 11,000 military, civilian, dependents, and 3,600 retired personnel. Developed a Public-Public Partnership with the City of Abilene for solid-waste management. Saved Dyess AFB over $250K per year while providing an additional revenue stream for the city.

Led 138-member joint & multi-national NATO unit providing cyber support for NATO's Air Command. Directed operations and maintenance of 11 work centers running 9 networks valued at $30M for 1,350 military and civilian users across Europe. Established command, control, and communications for NATO global exercises, contingencies, and ballistic missile defense supporting the protection of Europe 24/7.

Led 1,800+ military/civilians in 5 squadrons supporting space launch, range, installation, and expeditionary operations. Provided mission-essential support to installation and the local community hosting 10,000 active duty, civilian & contractor personnel on the third largest Air Force Base. Supported ballistic missile testing, Western Range operations and maintenance, and expeditionary combat support operations through the support and services provided by security forces, civil engineer, logistics readiness, contracting, and force support squadrons. Developed and executed a $129M budget, managed $16.5B in resources, and maintained 2.1K facilities on 99K+ acres/154 square miles.

Led the base-level communications unit on Wright-Patterson AFB, Ohio employing over 330 military, civilian and contract personnel. Operated and maintained the base network, telephone, cable infrastructure, land mobile radio, wireless, red switch & command and control systems and services worth $250M with a $15M annual budget supporting 27,000 customers, including the Headquarters for Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), two Numbered Air Force (NAF) equivalents, two wings & 60 associates units.

Oversaw and assessed 19 interagency initiatives vital to securing DOD & other federal government computer networks. Advised senior decision-makers on cyber policy and assisted developing DNI's quarterly CNCI assessment to the President of the United States.

Led 11-person team providing information assurance and computer security support protecting JSOC’s $20M automated information systems from computer network attacks. Developed policies and procedures to guarantee security of 4 separate installation networks providing connectivity to 50+ geographically separated organizations and 3 deployable networks supporting special operations forces worldwide. Managed 315 computer security (COMSEC) hand receipt holders, 3,500+ short titles, and 1,585 COMSEC equip/keying material valued at $12.5M. Engineered technical solutions ensuring the continued confidentiality, integrity, and availability of JSOC information.

Led branch of nine personnel responsible for policy, guidance, and direction involving Air Traffic Control and Landing Systems (ATCALS), satellite communications, personal wireless communication systems, Core Automated Maintenance Systems/Reliability and Maintainability Information Systems (CAMS/REMIS) for communications and electronics, and spectrum management for the command. Provided maintenance oversight for over $50M of ATCALS, weather, and communications-electronics systems at 40 wings. Developed and implemented plans for acquiring and fielding systems in support of airborne and combat support operations.

Managed all mobilization and demobilization actions for 3,400 AFRC cyber reservists. Served as liaison to gaining organizations and supported agencies for Reserve augmentation. Program manager for command cyber plans and annexes in support of war, combat support, contingency, business, training, and exercises. Managed 890 cyber Unit Type Codes (UTCs) and $65M deployable equipment requirements, posturing 44 Reserve units against wartime taskings. Cyber focal point for deployment requirements. Responsible for AFRC cyber unit combat readiness through the USAF Status of Resources and Training System (SORTS) reporting.

Planned, organized, and directed the staff activities of three divisions, involving 66 people responsible for the employment of AFSOC communications forces and equipment. Managed, expedited, and continuously streamlined the overall flow of correspondence. Set priorities, delegates, coordinates, and tracked directorate suspenses ensuring quality and timely products. Informed director on personnel issues and morale. Acted as the director’ s personal representative to the staff, units, and outside agencies.

Led a combined team of 48 enlisted and contractor support personnel such as system administrators, network infrastructure systems operators, network security managers, local area network managers, and technical control managers in the conduct of operations for 30 information superiority platforms supporting over 600 users. Directly supported the Chief of Staff of the Air Force’s Joint Expeditionary Force Experiment, BLUE FLAG, and multiservice operational tests and evaluations. Developed and implemented operational mission requirements and managed over $28 million of equipment resources that directly support the Air Force’s Air Operations Center testbed.

Led 12-member network security team responsible for monitoring and defending the Air Combat Command (ACC) Enterprise at 18 bases and 10 geographically separated units, both deployed and in garrison. Planned and directed enterprise defense activity for the ACC Network Operations and Security Center. Coordinated and conducted vulnerability assessments of ACC networks to detect and eliminate security faults. Disseminated, tracked, and provided assistance to base Network Control Centers with implementation of security advisories. Directed research and evaluation of commercial and DoD network security technologies for implementation to support ACC’ s warfighters.

Led a staff of 23 enlisted and civilian programmers in software development and maintenance for both small computers and command and control systems. Planned, directed, and controlled software design, coding, testing, and documentation. Distributed and balanced workload among personnel to ensure timely completion of projects. Directed squadron responses to calls for immediate software assistance. Provided state-of-the-art technology solutions for implementing Air Combat Command mission requirements.
