This position is responsible for directing the Executive team while providing leadership for allairside and terminal operations at Terrance B. Lettsome Airport, Beef Island, Taddy BayAirport, Virgin Gorda, and Auguste George Airport, Anegada. Overall responsible for the management and operation of the three airports; the management and operation of the territory’s traffic, finance, marketing, sea aerodromes and helipads; responsible for the quality assurance for the territory’s airports; developing a culture that delivers continuousimprovement in safety, customer service and ensures compliance with corporate safetyrequirements; ensures that passenger processes are improved through efficient operationsand ensuring safe, effective and timely airports’ operations (airfields and terminals) incompliance with operational and regulatory requirements, directing the management teamwhile providing leadership for all airside and terminal operations at the three airports.

1. Conduct continuous reviews and analyses of the Operations of the airport facilities and services with the objective of keeping its operations in line with international best practices. 2. Assist the General Manager in recommending long-range objectives and strategies for the operation functions. 3. Assist the General Manager in the preparation of agendas and reports for meetings of the Airports Authority’s Board as it pertains to operational issues. 4. Develop outcomes and metrics to facilitate impactful performance management that supports the accomplishment of strategic goals and continuous improvement of PIA Operations. 5. Administer the budget for the Operations Division within the Authority’s Tenders Rules. 6. Effectively in command of Piarco Airport Operations and security situations and communicates with other Divisions of the Authority and inter-Governmental agencies during crisis situations. 7. Oversee the planning, coordinating, directing and reviewing of the maintenance of all the Authority’s facilities. 8. Provide oversight and ensure compliance with local and international environmental guidelines and mitigation efforts in the following areas but not limited to noise, ground, water and air quality. 9. Ensure that the Airport’s emergency response services are effectively managed. 10. Recommend general policies and procedures to support the attainment of the organisation’s missions and goals, with particular attention to those involving the operations functions. 11. Accurately assess organisation performance to ensure that policies and procedures in Operations are being followed and that the organisation is in compliance with Trinidad and Tobago Civil Aviation Authority Regulations, International Civil Aviation Organisation (ICAO) standards and recommended practices.

1. Plans, organizes and directs a program for the provision of services and the operation of airport ground facilities at Piarco International Airport, in response to public and users’ needs and Airports Authority objectives. 2. Directs the management of Piarco International Airport, land structures, plant and equipment, the operation and control of air terminal and ground transportation facilities, the development and control of revenue producing facilities and services and the planning and control of budgets, expenditures and revenue at Piarco International Airport. 3. Participates in the development of the Piarco International Airport including long-range management, operational and developmental strategies and the framework of investments decision-making by the Airports Authority and Airport Tenants. 4. Provides local policies, guidelines and a clear sense of direction for all airport organizational components or functions directed towards effective achievements of the Piarco airport’s role and objective. 5. Establishes priorities, allocates physical, financial and personnel resources and evaluates performance of those resources. 6. Makes recommendations towards the development of manpower planning, training and human resource development programmes for support staff in the Piarco Operations Department. 7. Coordinating crisis management teams and organizing Disaster Drills on a timely basis. 8. Encourages and ensures consultation with and information programs for other G.O.T.T. departments, other levels of government, the aviation industry, other airport tenants and public users.

• Provision of advice and operational support to managers, projects and staff on a broad range of HSE and associated risk management matters to meet AATT, legislative, client and project-specific requirements.• Allocation and supervision of work assigned to Health and Safety Officers • Ensuring consistent monitoring and reporting procedures are implemented in line with the Authority’s Health, Safety and Environment Management System and legislative requirements• Support top Management in the HSE Policy and Guidelines issue.• Support top Management in the Organization roles and responsibilities definition, for what concerns HSE aspects.• Write, implement and manage HSE Programs, Policies and Procedures• Oversee risk management program• Monitors the effective implementation of appropriate Health & Safety and, Environmental System procedures and provide for their updating in line with changes in Legislation and Company Directives.• Assist and advise the Maintenance, Engineering and Operations Departments in their dealings with all issues concerned with Health, Safety and the Environment at work.• Assist in Safety Audits • Initiates and participates in ALL Accident/Incident investigations (Land side and Air side) to determine Root- Causes and development of a Corrective Action Plan, including associated reports. • Carries out analysis of accident/incident statistics, identifying trends and suggesting improvement plans.• Provide technical support to Management on any HSE related subjects• Assist in the implementation of any in-house safety training.• Safety related engineering input into new projects and modification programs • Performs Risk Assessments• Provides Safety support and advice, including supervision on preparation of plans and procedures for projects and contract start up activities

Process applications for licenses and permits to operate scheduled and charter services into Saint Lucia. Also, the provision of economic regulatory oversight of air transport.

Advising the Government of Saint Lucia on all aviation and air transport matters. Also, the management of the provision of regulatory safety and security oversight of aviation in Saint Lucia.

1. Ensure that security and safety-related standards, practices and procedures are met. 2. Deputize for the Chief Aviation Officer (CAO) whenever necessary and assist him in the areas of, inter alia: (a) Safety – enhance civil aviation safety in St. Lucia. 16. Apply human factors principles to foster overall safety in airport operations. 17. Ensure that risk management principles are applied in the airport environment.

1. Provide safety oversight for all aerodromes, and aerodrome operators within the OECS. 2. Provide surveillance at aerodromes as required under the applicable ICAO Annexes. 3. Review and approve aerodrome operations manuals and any other similar or related manuals. 4. Develop national legislation relative to the establishment and operation of aerodromes. 5. Verify the aerodrome data provided in the aerodrome manuals including, but not limited to, the details of; the aeronautical ground lighting; location of the aerodrome; the movement area; the runway declared distances; the ground services; and notices of any special conditions and procedures if any. 6. Conduct the aerodrome certification process for all applicants for aerodrome certificates, using ICAO Annex 14, the applicable guidance documents and the relevant civil aviation regulations, and make recommendations to the Director- Air Navigation Services on completion. 7. Audit aerodrome operating procedures including but not limited to; the aerodrome Safety Management System; the aerodrome emergency plan; and periodic aerodrome emergency exercises; rescue and firefighting; apron management and parking control; control of vehicles operating on, or in the vicinity of the movement area; wildlife hazard management. 8. On site testing and checking of aerodrome facilities, including but not limited to; dimensions and surface conditions of runways, taxiways, stopways, runway end safety areas, shoulders and aprons, landing and wind direction indicators, fuelling facilities, and guidance and warning signs. 9. Carry out necessary follow up inspections to confirm compliance with the certification standards. 10. Cary out perimeter access control inspections on all aerodromes, both periodically and when necessary. 11. Carry out routine and non-routine inspections, monitoring and surveillance of the day to day operations of all aerodromes, providing reports and recommendations as

1. Provide Air Traffic Control Services to flights under his jurisdiction. 2. To report un-serviceability of aerodrome facilities such as lighting equipment, navigation, approach and landing aids to the ATCO iii. 3. To be conversant with all local legislation pertaining to Air Traffic Control and Airport Emergency Orders. 4. To report all incidents, complaints, breaches and air-miss report to the ATCO iii and that relevant entries made in the ATC watch log are brought to his attention. 5. Supervise ATCO (I). 6. To carry out runway inspection. 7. To suspend visual flight rule operation whenever required in the interest of safety. 8. To inform appropriate Authorities of aircraft in need of search and rescue aid and to provide assistance as required. 9. To perform any other duties related to the job as assigned by ATCO iii

(a) Collection and dissemination of flight plans from pilots operating out of GFL Charles Airport. (b) Provide advice and information pertinent to the proposed route of flight. (c) Calculate and collect landing fees for aircraft operating at the aerodrome. (d) Compile statistics on aircraft and passenger movements, and prepare reports to be submitted to management.
