Operations Officer - Aerodromes

1. Provide safety oversight for all aerodromes, and aerodrome operators within the OECS. 2. Provide surveillance at aerodromes as required under the applicable ICAO Annexes. 3. Review and approve aerodrome operations manuals and any other similar or related manuals. 4. Develop national legislation relative to the establishment and operation of aerodromes. 5. Verify the aerodrome data provided in the aerodrome manuals including, but not limited to, the details of; the aeronautical ground lighting; location of the aerodrome; the movement area; the runway declared distances; the ground services; and notices of any special conditions and procedures if any. 6. Conduct the aerodrome certification process for all applicants for aerodrome certificates, using ICAO Annex 14, the applicable guidance documents and the relevant civil aviation regulations, and make recommendations to the Director- Air Navigation Services on completion. 7. Audit aerodrome operating procedures including but not limited to; the aerodrome Safety Management System; the aerodrome emergency plan; and periodic aerodrome emergency exercises; rescue and firefighting; apron management and parking control; control of vehicles operating on, or in the vicinity of the movement area; wildlife hazard management. 8. On site testing and checking of aerodrome facilities, including but not limited to; dimensions and surface conditions of runways, taxiways, stopways, runway end safety areas, shoulders and aprons, landing and wind direction indicators, fuelling facilities, and guidance and warning signs. 9. Carry out necessary follow up inspections to confirm compliance with the certification standards. 10. Cary out perimeter access control inspections on all aerodromes, both periodically and when necessary. 11.
