I represent clients before the Federal Communications Commission on a wide variety of domestic and international regulatory and transactional matters.REPRESENTATIVE EXPERIENCE:Counsel clients on wireless telecommunications matters, including interpretation and implementation of applicable laws, regulations and policies; availability and valuation of spectrum or channels; preparation and filing of applications and necessary waiver requests for new or modified radio systems; negotiate purchase and sale of radio licenses; participate in FCC spectrum auctions and other licensing proceedings; and assist clients with compliance with FCC, FAA and other agency technical, operational, reporting and record-keeping requirements. Clients include private, public safety and common carrier FCC radio licensees and operators and domestic and international operators of radio systems designed for paging, two-way and mobile radio, cellular, Personal Communications Service (PCS), microwave, aeronautical, maritime, earth station and satellite communications.Advise clients with respect to FCC regulations governing the testing, demonstration, marketing and authorization of radio frequency equipment or devices, and assist companies with obtaining experimental licenses to conduct operations prior to receiving necessary FCC equipment approvals. Clients include manufacturers and developers of computers and computing devices, mobile radio handsets and infrastructure, radio frequency devices authorized for use on an unlicensed basis, and new or innovative technologies. Regularly assist clients with the preparation and filing of comments and related pleadings in a variety of matters, including FCC rulemaking and rate making proceedings, contested applications and rule waiver proceedings.Counsel clients regarding tariffs (schedules of rates, terms and conditions) and contracts related to wireline and wireless telecommunications service arrangements.
