CurrentMy primary IT career has been with the US Department of Veterans Affairs. I perform both technical and contracting duties, serving as a bridge between many aspects of the IT Project process. I use my technical skills (CCNA/CCDA/MCSE) to work with and understand a programs technical needs to being articulating them into contract requirements for an eventual contract. I use my extensive VistA Systems Architecting, Management, and Support experience along with Medical Center Network Architecting and troubleshooting to help form the program's requirements. I then utilize my understanding of the Federal Acquisition Regulation (FAR) to construct the various components that go into a contract, working with contracting officers and their staff (Contracting specialists, Legal teams, technical reviewers) to complete an actionable contracting package. These include documents such as Statements of Work, Statements of Objectives, Independent Government Cost Estimates, Justifications for other than Full and Open Competition, Brand Named Justifications, Cost Benefit Analysis, Market Research Execution and Analysis, etc. During this process I translate technical requirements to contracting people, and contracting concepts to technical people. During the Solicitation phase, I ensure the integrity of the acquisition and field technical and contractual questions that come in from the various offerors. Then, during the evaluation stage, I lead teams of evaluators in properly selecting a the best technical proposal. I gather all of the information and provide consensus repots to the contracting officer. Then, once an award is made, I represent the Federal Government to the contractor and ensure the contractor executes against the contracts in accordance to the terms and conditions of the contract. I also monitor government activity to make sure the Government doesn't ask for work that is outside of the scope of the contract, potentially mis-obligating the government.
