Lumina Foundation is an independent, private foundation in Indianapolis that is committed to making opportunities for learning beyond high school available to all. Based in Lumina’s office in Washington, D.C., Dr. Wheatle supported the development and advancement of the foundation’s federal policy priorities to increase education attainment and affordability. In this role, she worked to deepen racial equity capacity (e.g., content expertise and staffing) among key federal policy and research partners and deepen the bench of advocates for racial equity in higher education, including civil rights organizations, student advocacy partners, intermediaries, think tanks and other policy advocates. Dr. Wheatle also supported the foundation’s adoption of an Equity First framework, including expanding partnerships through the foundation’s Racial Justice & Equity Fund and leading organizational change towards more equitable grantmaking, partnerships, communications outreach, investments, thought leadership and other resources. She co-produced and co-hosted Lumina’s video and audio podcast, Today’s Students, Tomorrow’s Talent.

Over her time at Lumina, Dr. Wheatle has established and expanded the foundation’s partnerships with key members of the civil rights community to increase federal advocacy, co-led a 15-state initiative to establish state-based financial aid for adults, and conceived and co-executed a body of work focused on improving how policymaking audiences understand and discuss student loan borrowers of color (Black, Latinx, and Native borrowers of color).
