PARC has maintained a progressive approach to utilizing new and emerging hardware and software both for its own purposes and for hosted client services. For these endeavors, I've delivered expertise in the rollout of software packages, custom scripting, and system administration, enabling PARC to maintain current with product versions and increased service offering potential. We currently maintain a complex, spanned datacenter at two geographic locations encompassing datacenter system virtualization technologies and the core business and service offering functionality that resides within.I have also provided services for a number of business development and marketing activities for PARC, including corporate website development and maintenance, creation of marketing materials, contract preparation, and planning and coordination of trade-show presentations.

PARC Systems is a a Certified Integration for the DataWalk platform, with implementations across multiple sectors including Health Care, Insurance, and Law Enforcement.DataWalk is a patented, commercial-grade Big Data software platform for connecting numerous large data sets into a single repository for fast visual analysis, through a secure web browser.Organizations in Law Enforcement, Intelligence, Insurance, FinTech Analysis, Procurement, Supply Chain/Logistics Analysis, and other sectors often face challenges analyzing large volumes of data, across multiple data sources with different data structures and security permissions. Accessing, cleaning, combining, and analyzing this data can be highly problematic, impacting the organization’s ability to fulfill their mission or meet their objectives.DataWalk provides many powerful and intuitive functions for Analytics Staff, Intelligence Personnel, and Investigators to perform data lookups, create and manage connections for organizational disparate data, investigate anomalies, create notifications for new data loads, and visualize information flows and events, and map data.- Create Data Object Connections, including 'hypothesis testing- Automatic data cleansing and normalization- Detect Patterns and Anomalies- Calculate Risk Scores and Alerts- Text Analysis, Repeatable Lookups and Intelligence, and Reporting- Powerful Link Charts depicting connections (linkages) between objects (people, places, things, events, etc.).

The purpose of the BCPS Digital Evidence Management System (DEMS) is to implement an end-to-end digital evidence and disclosure management system to support the BC Prosecution Service in their work promoting public safety, justice, and respect for the rule of law by making principled charge assessment decisions and conducting fair and effective prosecutions and appeals. The DEMS solution is a vendor supported, hosted (AWS), and managed, system that receives content from the AG network via an intermediary sub-system “Integration Services Layer” (ISL) utilizing the Red Hat Integration Suite (OpenShift, Kafka event streaming, Camel K, Java, and Quarkus (pending)). Kyle provides Scrum Master, technical architecture, and team management services for this project, liaising between BCPS, Project Steering, Ministry technical representatives, Product Owners, and vendor development team members to ensure that work items are aligned to ongoing goals and intentions, applicable/realistic schedules, and maintains correct trajectory.

As part of the larger Vehicle Impoundment & Prohibition System (VIPS) project, I provide analysis, strategic oversight, and development activities to prepare and implement specific document intake workflows in to the Ministry-wide Document Processing System (DPS) architecture. The VIPS project is intended to repatriate the Administrative Driving Prohibition and Vehicle Impoundment system (ADP-VI) from ICBC, and provide similar, yet improved functionality within shared Ministry infrastructure. This involves integration to WebMethods (ESB), Oracle database, Kofax Capture, and Kofax Transformation Modules technologies, along with customized business workflow, document recognition, optical character recognition, and business rule validation.Incorporation in to the Ministry DPS is focused on reducing previously manually intensive operations, reducing errors with data indexing, minimizing handling of physical/paper documents, and increasing RoadSafetyBC’s processing throughput of Vehicle Impoundment and Prohibition submissions.In addition to maintaining and supporting the technical aspects of the system, I also provide business process review and improvement analysis, change impact assessment and implementation planning/coordination, vendor software analysis, and comprehensive technical writing and documentation support specific to the VIPS workflow implementation within the Ministry DPS.

In conjunction with the ongoing BC Government Strategic Transformation and Mainframe Services (STMS) Project which focuses on the migration of multiple servers and architectures to a centralized location, this project encompassed the comprehensive upgrade and reconfiguration of both front and back-end applications that integrate with RoadSafetyBC’s Driver Fitness Case Management System (DFCMS). After implementation into Production, the new system contributed to eliminating historical processing backlogs of over 30-days. A return of investment was achieved in under a year. The Project has since been used as a showcase success story within the Ministry of Justice and Ministry of Public Safety and Solicitor General in terms of the governance, approach, implementation and maintenance methodologies.Initially focused solely on addressing RoadSafetyBC’s core document intake requirements, as of September 2015, the Document Processing System has been re-branded as a Ministry-wide Document Processing Platform with extensibility to include additional business areas.The system incorporates web service and applications (OpenShift) and forms recognition and processing software (KOFAX Capture and KOFAX Transformation Modules) deployed within the Ministry’s web, application, and database server tiers.Efficient system maintenance and support methodologies follow the use of Atlassian JIRA to collect, record, triage and track functionality change/deployment requests, bugs, and overarching critical decisions. In addition to maintaining and supporting the technical aspects of the system, I also provide business process review and improvement analysis, change impact assessment and implementation planning/coordination, vendor software analysis, and comprehensive technical writing and documentation support.

This project involved designing, developing, and implementing functionality within the Ministry of Justices’ Document Processing System (DPS) to enable processing of Security Programs Divisions’ (SPD) Criminal Record Check documents (CRC) within shared architecture. Traditionally, CRC documents were received by Security Programs Division by members of the public through mail, email, and fax, which were then manually scanned and indexed in to the case management system (FIGARO). Payments for completing a CRC were collected manually by Security Programs Division staff members separately using individual credit card transaction machines. This process was cumbersome, manually intensive, and consistently error prone.To include the Security Programs Division CRC workflow within the Ministry DPS, I acted as the primary architect and Kofax workflow developer during the design, build, and implementation. I designed and modelled the web-service interactions, database stored procedures, and data transfer mechanisms between WebMethods, KOFAX applications, and FIGARO. By utilizing JIRA, I created, assigned, and tracked, solution and development activities across a small, multi-disciplinary team of developers, quality assurance testers, and business analysts. I currently maintain the holistic system providing regular maintenance, process enhancements, and critical troubleshooting support. Incorporation in to the Ministry DPS has reduced previously manually intensive operations, reduced errors with data indexing, minimized handling of physical/paper documents, and increased Security Program Divisions’ processing throughput of Criminal Record Check submissions. Payments for Criminal Record Checks are received in a more streamlined manner, that reduces the transfer of credit card information between staff members.

This project saw the complete rebuild and redesign of BCAA’s KOFAX document processing workflow on to new virtualized hardware, to take advantage of new versions of KOFAX Capture and Transformation Modules software. The previous system was too centralized, was on aging hardware, and bottlenecked processing throughput where documents would take up to a week to be processed from receipt. Documents previously accumulated at the central office solely in paper form and had to be scanned with individually named files to ensure they were accepted by the downstream case management system successfully. The previous system was unable to adapt to increasing unprocessed document backlogs, changes to BCAA policies and procedures, and increased manual intervention.Working closely with BCAA business analysts and their user base, I designed, developed, and implemented a KOFAX Capture and KTM system to address BCAA’s needs to become more adaptive with respect to receiving and processing documents, allow for decentralized error handling, and same day document processing. Utilizing the latest released of both Capture and KTM, BCAA service agents upload documents to the head office from over 30 distributed service centers throughout the province. By means of custom-built Workflow Agents, the central KOFAX system automatically recognizes, extracts key document identifiers, and uploads them to the downstream repository and case management system (SharePoint). Unsuccessful documents are triaged quickly and efficiently by authorized operators, where rejections are sent back to the originating Service Center for subsequent troubleshooting.In 2020, BCAA began the process of migrating the Kofax document processing platform to the latest Capture and KTM versions, installed within newly constructed Amazon Web Services servers, with authorized access provided to BCAA centers across the Province.

The scope of this project is to deliver enhancements to the Passenger Transportation System (PTS) that will support the legislative changes introduced with the Passenger Transportation Amendment Act (PTAA) and future legislation changes. I work closely with the Ministry Business Analyst team as well as PARC development team to ensure that all introduced or changed functionality is thoroughly tested during Quality Assurance Testing phases (Functional Testing), and aligns with intended Business and Functional Requirements. I prepare and execute specific test scripts utilizing Atlassian JIRA (Zephyr plugin), organize and manage regression testing suites, and communicate with Ministry representatives on test cycle results.

MAXIMUS delivers outsourced Health Insurance (HIBC) services for residents of the province of BC. HIBC's role is to manage the Medical Services Plan (MSP) and Pharmacare administrative services on behalf of the BC Government. I have been actively engaged in the upgrade and continual maintenance of Maximus’s long standing Kofax Capture system to the latest version (Kofax 10.0), used by over 50 active staff, with the objective to streamline service delivery by using Kofax Capture to scan and extract key content from a variety of documents using optical character recognition technology (OCR), and loading captured information into a central Oracle database. Project and maintenance work involves working in a close team to maintain the document capturing and validating functionality of the system, and facilitating a simplified and seamless transition to the new system.
