In conjunction with the ongoing BC Government Strategic Transformation and Mainframe Services (STMS) Project which focuses on the migration of multiple servers and architectures to a centralized location, this project encompassed the comprehensive upgrade and reconfiguration of both front and back-end applications that integrate with RoadSafetyBC’s Driver Fitness Case Management System (DFCMS). After implementation into Production, the new system contributed to eliminating historical processing backlogs of over 30-days. A return of investment was achieved in under a year. The Project has since been used as a showcase success story within the Ministry of Justice and Ministry of Public Safety and Solicitor General in terms of the governance, approach, implementation and maintenance methodologies.Initially focused solely on addressing RoadSafetyBC’s core document intake requirements, as of September 2015, the Document Processing System has been re-branded as a Ministry-wide Document Processing Platform with extensibility to include additional business areas.The system incorporates web service and applications (OpenShift) and forms recognition and processing software (KOFAX Capture and KOFAX Transformation Modules) deployed within the Ministry’s web, application, and database server tiers.Efficient system maintenance and support methodologies follow the use of Atlassian JIRA to collect, record, triage and track functionality change/deployment requests, bugs, and overarching critical decisions. This project involved designing, developing, and implementing functionality within the Ministry of Justices’ Document Processing System (DPS) to enable processing of Security Programs Divisions’ (SPD) Criminal Record Check documents (CRC) within shared architecture. Traditionally, CRC documents were received by Security Programs Division by members of the public through mail, email, and fax, which were then manually scanned and indexed in to the case management system (FIGARO). Payments for completing a CRC were collected manually by Security Programs Division staff members separately using individual credit card transaction machines. This process was cumbersome, manually intensive, and consistently error prone.To include the Security Programs Division CRC workflow within the Ministry DPS, I acted as the primary architect and Kofax workflow developer during the design, build, and implementation. I designed and modelled the web-service interactions, database stored procedures, and data transfer mechanisms between WebMethods, KOFAX applications, and FIGARO. By utilizing JIRA, I created, assigned, and tracked, solution and development activities across a small, multi-disciplinary team of developers, quality assurance testers, and business analysts. I currently maintain the holistic system providing regular maintenance, process enhancements, and critical troubleshooting support. Incorporation in to the Ministry DPS has reduced previously manually intensive operations, reduced errors with data indexing, minimized handling of physical/paper documents, and increased Security Program Divisions’ processing throughput of Criminal Record Check submissions. Payments for Criminal Record Checks are received in a more streamlined manner, that reduces the transfer of credit card information between staff members.
Senior Solutions Architect - Kofax System Upgrade And Redesign
This project saw the complete rebuild and redesign of BCAA’s KOFAX document processing workflow on to new virtualized hardware, to take advantage of new versions of KOFAX Capture and Transformation Modules software. The previous system was too centralized, was on aging hardware, and bottlenecked processing throughput where documents would take up to a week to be processed from receipt. Documents previously accumulated at the central office solely in paper form and had to be scanned with individually named files to ensure they were accepted by the downstream case management system successfully. The previous system was unable to adapt to increasing unprocessed document backlogs, changes to BCAA policies and procedures, and increased manual intervention.Working closely with BCAA business analysts and their user base, I designed, developed, and implemented a KOFAX Capture and KTM system to address BCAA’s needs to become more adaptive with respect to receiving and processing documents, allow for decentralized error handling, and same day document processing. Utilizing the latest released of both Capture and KTM, BCAA service agents upload documents to the head office from over 30 distributed service centers throughout the province. By means of custom-built Workflow Agents, the central KOFAX system automatically recognizes, extracts key document identifiers, and uploads them to the downstream repository and case management system (SharePoint). Unsuccessful documents are triaged quickly and efficiently by authorized operators, where rejections are sent back to the originating Service Center for subsequent troubleshooting.In 2020, BCAA began the process of migrating the Kofax document processing platform to the latest Capture and KTM versions, installed within newly constructed Amazon Web Services servers, with authorized access provided to BCAA centers across the Province.

The scope of this project is to deliver enhancements to the Passenger Transportation System (PTS) that will support the legislative changes introduced with the Passenger Transportation Amendment Act (PTAA) and future legislation changes.
