Kyle Zebley is an experienced leader in the field of healthcare and public policy, currently holding the positions of Senior Vice President of Public Policy at the American Telemedicine Association (ATA) and Executive Director of ATA Action. He is at the forefront of advancing telehealth and breaking down barriers to ensure patients, providers, and payers can fully benefit from virtual care. Kyle oversaw the formation of ATA Action, an affiliated trade organization of the ATA focusing on advocating for positive state and federal policies that promote access to care and the responsible expansion of telehealth services.Kyle previously served as the Chief of Staff in the Office of Global Affairs (OGA) at the U.S. Department of Health and Human Services (HHS). His collaboration with senior leadership from HHS, the White House, and other cabinet departments played a key role in shaping U.S. global health policy, covering critical areas such as drug pricing, global health security, medical devices, and non-communicable diseases. Before his tenure at HHS, Kyle held the role of Legislative Director in Congress, leading a team that developed policy and drafted legislation concerning significant House committees, including Budget, Education and the Workforce, and Ways and Means. Kyle's career began in Washington, D.C. as a Research Assistant at Public Opinion Strategies, where he worked on campaign strategies for organizations in the private and nonprofit sectors as well as political campaigns for various political offices, including those at the national and state levels.A sought-after policy expert, Kyle has contributed his time to organizations crafting model health policies, such as the Federation of State Medical Boards Workgroup on Telemedicine, the Uniform Law Commission Uniform Telehealth Act, and the World Health Organization Independent High-level Commission on Noncommunicable Diseases. Kyle's expertise has led to speaking engagements at health and public policy conferences throughout the United States. He is regularly quoted in media outlets, including the Associated Press, Bloomberg, CNN, Inside Health Policy, Kaiser Health News, National Public Radio, Politico, Roll Call, the Washington Post, the Wall Street Journal, and many others, for his insights on telehealth.
