As the military member of the three-person Senior Intelligence Officer (SIO) for Iran team, was jointly responsible for ensuring the quality and relevance of intelligence collection and analysis related to Iran and the Middle East within the Naval Intelligence Enterprise. Focus was on optimizing collection requirements across all disciplines and measuring performance. Also had oversight of the Navy’s input into the inter-agency effort to coordinate national- and theater-level ISR operations to collect on those requirements. - Worked with analysts from multiple commands to ensure that the naval intelligence was presenting a coherent body of analysis. For the example most current technical judgments of weapons and platform capabilities should inform the tactical analysis of a potential adversaries capabilities, and vice versa. - Advocated for the Navy with the National Intelligence Manager (NIM) for Iran and other IC elements to make certain that our analytical efforts and ISR operations were deconflicted and harmonized with those of the rest of the community--to include ensuring Navy-related requirements were adequately represented in the development of new sensors and capabilities.- Served as an ambassador for Naval Intelligence and the IC to the U.S. Central Command, the Fleet, and allied leadership. Represented the SIO at two Component Commanders’ Conferences in Qatar and on a major coalition exercise. - Significantly improved unity of effort against Iran from the National Command Authority to the tactical war fighter. When selected to lead an IC-wide working group on improving collection against a specific tactical challenge, produced meaningful results by driving the cross-cuing of national and theater ISR assets and leveraging non-traditional sources of information.

Responsible for ensuring the optimal manning, training, and equipping of the Ronald Reagan Strike Group intelligence team, consisting of over 100 officer and enlisted personnel. - Directly responsible for all intelligence-related systems and equipment on the REAGAN. Successfully managed extensive hardware and software upgrades during a shipyard availability. Coordinated with shipyard personnel, contractors, and Navy technical experts to resolve issues and complete the project on time.- Deployed twice to the Central Command area of responsibility in support of Operations ENDURING FREEDOM and IRAQI FREEDOM. Supported combat air operations over Afghanistan and Iraq, counter-piracy and counter-proliferation operations in the Arabian Gulf and Indian Ocean, and deterrence of Iran. One of two co-leaders of an intelligence team described by the strike group commander during the second deployment as the best he’d ever seen.- Orchestrated all intelligence-related training for personnel from the ship’s company, embarked air wing, and strike group staff. Mentored junior enlisted and officer personnel, honed the skills of the more senior members of the team, and forged them all into a cohesive whole—which excelled during both work-ups and deployments. Personally focused on collection management, leveraging experience from previous tours to improve understanding across the team and enhance the effectiveness of the strike group’s first dedicated collection manager. - Member of the fleet-wide “Tiger Team” tasked with designing and implementing the transition from a permanently assigned ship’s company team of officer and enlisted intelligence personnel (who were sometimes underemployed when the carrier was in port) to a mixed team of ship’s company personnel and augmentees from Fleet-level centers of excellence. Deployed to fill a critical gap on staff of Naval Forces Central Command while REAGAN was in the shipyard. As Chief of Intelligence Operations, led the staff team focused on executing the theater ISR plan and other sensitive operations.- Coordinated and directed theater ISR--from requirements development, through tracking each sortie and mission, to evaluating the results--across a wide spectrum of manned and unmanned platforms.- Oversaw the population of national level requirements management systems for SIGINT, GEOINT, and HUMINT. Deconflicted requirements between platforms controlled in theater and national level resources. Enhanced the effectiveness of the metrics used to track performance, to better allow the right requirements to be prioritized on the platforms most likely to succeed in closing the relevant intelligence gap. - Instrumental in the successful integration of the Broad Area Maritime Surveillance – Demonstrator (BAMS-D) into daily operations and the optimal employment in the maritime environment of newly available ISR assets. Moved the “demonstrator” watch onto the main watch floor of the Maritime Operations Center (MOC) and incorporated the requirements management system into the broader collection management effort.- Oversaw the tasking and coordination of human intelligence sources in theater; coordinated several sensitive operations with theater partners and other government agencies.

Responsible for coordinating all intelligence-related input to U.S. Pacific Command (PACOM) operational and exercise planning, budgeting and resourcing, and policy development. - Ensured that current and future intelligence needs relating to China, India, and the Pacific region were adequately resourced during a period when global combat operations drove intense competition for resources.- Provided extensive input to the development of the PACOM Commander’s integrated priority list (IPL), the primary means for war-fighting commanders to influence the service planning, programming, and budgeting process. Presented intelligence-related operational needs clearly and concisely with compelling justification, resulting in those needs filling four out of the top five spots.- Coordinated PACOM’s input into the development and fielding of new ISR capabilities at both the theater and national level. Instrumental in ensuring that due consideration was given to the processing exploitation and dissemination (PED) of the data that would be collected by future systems.

Member of a small team tasked with implementing the vision of the new Director for Intelligence (J2). Responsible directly to the J2 in order to break down institutional barriers and develop a flatter more responsive organization. Specific initiatives developed and implemented included:- Transformation of the Joint Intelligence Center Pacific (JICPAC) to the Joint Intelligence Operations Center (JIOC) Pacific, in conjunction with a global effort to better incorporate intelligence and operations.- Full integration of the JIOC into the newly operational Maritime Operations Center (MOC) at Camp Smith.- Launch of regionally focused Operational Intelligence Cells (OIC) within the JIOC, incorporating collection management, analysis, and production into single coherent operational units.

Responsible for training officer and enlisted personnel and overseeing the quality of production.- Camp Smith watch provided real-time support the PACOM commander and staff primarily face to face and by e-mail.- JICPAC watch provided current intelligence to forces throughout the PACOM area of responsibility (AOR) primarily through record message products and a daily operational brief. This watch was also responsible for maintaining the potential adversary ("red") portion of the PACOM Common Operational Picture (COP)- The briefing team prepared and presented the executive intelligence briefing to the Director for Intelligence (J2) and theater leadership.

European Command Joint Analysis Center (Jac), Molesworth Uk

As Deputy Director supervised all aspects of intelligence production, collection management, and targeting by the 700+ military, civilian, and contractor personnel of the Operations Directorate (DO) at the EUCOM Joint Analysis Center (JAC) Molesworth.- Directed analysis, targeting, and collection requirements development to support counter-terrorism operations in Europe and Africa, and the Atlantic Ocean, Mediterranean and Black Seas. Worked directly with the EUCOM Staff in Stuttgart to ensure the JAC effectively supported theater priorities such as maritime counter-terrorism and maintaining stability in the Balkans and Caucasus regions.- Coordinated tactical reconnaissance integration across the theater, including the first employment of legacy ISR platforms overland Africa in conjunction with U.S. and allied forces in pursuit of high-value targets.- Instrumental in maintaining an operational focus during the development and implementation of a massive expansion of the JAC’s imagery processing capability--required to support the explosive growth in UAV and manned ISR operations across the theater.- Served with distinction as acting Director of Operations for three months while the incumbent worked on a special project.

Led the Intelligence Operations Division of 60+ civilian analysts, and officer and enlisted personnel from all four services, consisting of a mixed civilian and military analytical watch and the EUCOM Collection Management Office.- Stood up the first 24/7 watch with full analytical capability across all the JAC’s analytical responsibilities. Worked with a cadre of civilian “day shop” analysts to enable them to work effectively in a more time-sensitive environment, allowing the entire watch to leverage their years of expertise. Trained and mentored all watch standers to brief their areas of expertise to the EUCOM leadership at the four-star level by VTC, eliminating the need for a dedicated briefing team.- Continued to provide oversight, mentoring, and command support to the EUCOM Collection Management Office as our support to combat operations in Afghanistan increased with the growing involvement of NATO forces and CENTCOM’s focus on operations in Iraq.

Responsible for coordinating all collection management activities in the EUCOM area of responsibility (AOR), from the development, prioritization, and vetting of GEOINT, SIGINT, MASINT, and HUMINT intelligence needs, through the populating of theater and national requirements management systems, to monitoring the performance of collection platforms.- Worked closely with component and other subordinate commands throughout the AOR at weekly VTCs and continuous e-mail and phone coordination. Brought national agencies such as NRO, NGA, CIA and NSA into this coordination through their theater representatives and other means.- Worked closely with IC agencies and force providers to maximize the effectiveness of EUCOM’s collection efforts during a period of intense competition with other theaters; ensured that collection requirements were reasonable, but robust enough to yield results that would fill analytical gaps, and that EUCOM’s mission needs received due consideration in the allocation of ISR platforms and other resources.

Coalition Forces Air Component Command (Cfacc), Saudi Arabia

Assigned as the lead of the newly formed European Command liaison team to the Coalition Forces Air Component Commander.- Participated in Exercise INTERNAL LOOK in October 2002 at Shaw AFB, an Iraq-based exercise designed to prepare all CENTCOM forces for potential combat operations in light of Saddam Hussein’s increasing provocations.- Deployed to Prince Sultan Air Base, Saudi Arabia in February 2003 with the liaison team to support the initial phases of Operation IRAQI FREEDOM.- Responsible for coordinating EUCOM intelligence support to coalition air operations during the first phases of Operation IRAQI FREEDOM.- Focused on target development to include Saddam and other high-value individuals.- Since Operation NORTHERN WATCH over Northern Iraq had been supported by EUCOM for over a decade, an extensive transfer of knowledge was required, especially relating to collection management and reconnaissance operations. - Provided daily summaries of CFACC operations and intelligence requirements directly to the EUCOM J2 and other senior leaders, personally recognized by the J2 for the effectiveness of these reports in maintaining situational awareness in the EUCOM headquarters.
