Developed and managed asset capture, interim and preventive maintenance, and turnover strategies for 13,000+ LIRR East Side Access capital assets and facilities, utilizing IBM Maximo Enterprise Asset Management (EAM) system, in constant consultation with construction managers, contractors, LIRR Engineering and IT.Drafted, with MTACC and LIRR leadership and subject matter experts, the request for proposals for construction of the ESA wireless cellular and data network to serve the approximately 150,000+ customers and supporting agency staff, including mobile ticketing coverage;Lead drafting of the LIRR East Side Access Staffing and Training Plan, which forecasts and will schedule the onboarding process for 1,030 new railroad employees in advance of Opening Day. Prepared and presented an actionable Excel-based decision-making model for hiring and training, collaborating with leadership from LIRR.Liaison to quarterly multi-agency Rail Activation Plan (RAP) Task Groups – MTACC, Metro-North Railroad, and Long Island Rail Road – specifically in areas of Asset Management, Operational Readiness, Staffing and Training, and Safety and Security. Prepared monthly summaries, and updates to MTA leadership on ESA project progress and roadblocks.Supported development of formal ESA interim maintenance procedures for project turnover, drafting of Joint LIRR-MNR Emergency Action Plan for ESA and Grand Central Terminal together with staff from MNR, LIRR, and MTACC.
