Richmond Field Office

• Serve as the Chief Operations Officer of a USSS field office with two subordinate offices in the State of Virginia. Strategically plan, direct, and oversee investigative, protective, administrative, budgetary, and human capital management. Direct and develop a diverse team while implementing a $65,000 annual budget. Execute engagement strategies to build critical, strategic relationships for the agency’s integrated mission of investigations and protection.• Restructured the Richmond District’s approach to financial fraud investigations and remedied the significantly strained relationship with the U.S. Attorney’s Offices for the Eastern and Western Districts of VA. Dedicated substantial time cultivating successful prosecutorial paths that enhanced our investigative success, tripling the number of arrests and prosecutions. • Conceptualized, developed, and funded the creation of the district’s first Investigative Analytic Center to enhance investigative operations and increase law enforcement partnerships and outreach.• Conceptualized, developed, and funded the expansion of the district’s first Center for Cyber Excellence to enhance the technical forensic capabilities resulting in increased devices examined.• Evaluated criminal investigative trends and resources within the district, identified the critical need for increased investigative analytic support, petitioned for, and received additional personnel; and directed the realignment of resources.• Developed and implemented a 3-month plan consisting of reviews and briefings to prepare the offices for the in-depth, multi-tiered review from the Office of Inspection to ensure compliance with agency regulations, resulting in all offices receiving exceptional ratings.• Field Office Supervisor for all protective visits of the President, Vice President, the Secretary of the Department of Homeland Security.

Criminal Investigative Division ~ Washington Dc-Baltimore Area

• Senior substantive expert responsible for leading CID’s cyber investigative and protective mission, to include cyber protection to safeguard the U.S. President, oversaw priority transnational organized crime, business email compromise cases, undercover cyber investigative operations, led cyber-protective mission to safeguard the Nation’s leader from cyber-based threats, and led liaison official with domestic and foreign law enforcement entities.• Designed, led, and implemented the agency-wide Integrated Investigative Operations Platform to re-imagine the agency’s entire investigative process and vision. This multi-million and multi-year effort resulted in significant collaboration with private sector IT leaders and inter-departmental senior executives, as well as required assignment of funding to implement this agency-wide change.• Restructured the agency’s approach to internal and collaborative investigative operations by leveraging technological advancements resulting in enhanced investigative capabilities. • Enhanced the agency’s cyber investigative capabilities by identifying state-of-the-art technology for personnel to leverage artificial intelligence and undercover operations platforms, resulting in identification of fraudulent activity that would otherwise be impossible to analyze in a relevant timeframe to enable prosecution.

Criminal Investigative Division ~ Washington Dc-Baltimore Area

• Selected to serve as the Acting Special Agent in Charge of the Criminal Investigative Division responsible for overseeing all investigative operational components associated with enforcing the USSS’ criminal statutes to safeguard the Nation’s financial infrastructure as well as the Nation’s leaders from cyber-based threats. • Led the agency’s largest investigative component of 200+ personnel that provide substantive investigative support to all field offices. • Implemented the Division’s annual budget of $46M to support Headquarters-based and field investigative operations ahead of schedule despite the Federal Government operating under a Continuing Resolution for a majority of the 2022 Fiscal Year.• Developed a unity of effort for organizational change by leading the first large-scale integration of the agency’s two investigative components, the Criminal Investigative Division and Investigative Support Division. Resulted in identifying human resources challenges, operational gaps, oversights leading to an efficient approach for investigations.• Enhanced the division’s ability to combat organized cybercriminal activity by providing enhanced cyber investigative, IT engineering tools, and increased financial fraud analytic support. Resulted in leveraging artificial intelligence and machine learning to identify fraudulent COVID-19 activity from millions of payment relief applications in just hours opposed to years. This technology is utilized daily, significantly reducing manual review.

Protective Intelligence & Assessment Division ~ Washington Dc-Baltimore Area

• Senior intelligence executive in the Protective Intelligence & Assessment Division’s (PID) Foreign Assessment and Counterterrorism Branch (FAB) supporting the USSS’ protective mission; delivered classified and unclassified threat intelligence briefings to DHS and U.S. Secret Service (USSS) senior executives.• Supervised the production of classified Daily Intelligence Brief for the USSS Director and senior executive leadership providing real-time awareness of current and significant threats.• Supervised and led all protective intelligence aspects and external outreach in support of VP Harris’ first foreign trip to Mexico, the 2020 Democratic National Convention in Milwaukee, WI during the height of the COVID-19 pandemic, and domestic and global POTUS & VPOTUS travel resulting in the successful prevention of threats and attacks.• Developed a unity of effort for organizational change for the personnel and functions within FAB highlighting the team’s diversity, resulting in increased morale and cohesive work environment amongst the Special Agent (SA) and the Protective Intelligence Research Specialists (PIRS).• Established new partnership pathways leading outreach efforts with senior leadership for all Intelligence Community (IC) agencies that enhanced interagency collaboration. • Senior intelligence executive in PID’s Protective Intelligence Operations Center (PIOC) in direct support of the USSS’ protective mission during the 2020 Presidential Campaign, civil unrest and COVID pandemic.
