Executive Director for Air Armament Center (AAC/CA) (SES-2) a Numbered AF-equivalent unit with a test wing, materiel wing and an air base wing. Oversaw 96th Air Base Wing supporting the largest single AF base wartime mobility commitment and 46th Test Wing managing the AF's largest land/water test and training range. Additionally, responsible for 308th Armament Systems Wing which had responsibility for all aspects of developing and acquiring air armaments and agile combat support systems. As Deputy PEO, managed 17 major acquisition programs with $6.2B annual budget. Supervised multiple SES members and other two letter directors for Air Armament Center.

Director 308th Armament Systems Wing (308th ARSW/CL) (SES-1). As the senior leader of 900+ member Joint AF/Navy acquisition Wing responsible for 7 Groups & $48B/28 program portfolio, led the organization that develops all AF conventional weapons. Guided the development, fielding & sustainment of CAF's highest priority, multi-$B precision strike/engagement weapon programs. Responsible for every aspect of Wing operations--personnel actions; program budget, execution, performance & supportability. Interfaced daily with AFPEO/WP, OSD, SAF/AQ, HAF, USN, AFMC, ACC, foreign gov't, industry execs & media.

Director Air Force Research Laboratory, Directed Energy Directorate (AFRL/DE) (SES-1) an S&T organization of over 500 military and civilian scientists, engineers, administrative, and support personnel with an annual execution budget of over $300M. Provided executive direction requiring unusual managerial competence and technical expertise in the planning, conduct and coordination of broad, frequently large scale, and always critical research and development activities in lasers and high power microwaves systems and system integration. Orchestrated core area technology development among DoD laboratories, major aerospace companies, universities, NASA, FAA, and international research organizations.

Director Special Projects (AAC/YX) (GS-15). Program Manager for highly classified weapon system program. Responsible for every aspect of program execution, and program team member’s supervision.

Deputy Armament Product Group Manager, Armament Product Directorate, (AAC/WM) (GS-1101-15). Deputy Armament Product Group Manager for a very diverse and complex product group responsible for development and integration of all AF conventional armament systems. Provided cradle-to-grave planning for reliable and robust combat capability for US and Allied Forces. Directed the daily operational activities of over 2000 personnel at five locations, including a $62B armament inventory and an annual expenditure of $2B. Also responsible for establishing and enhancing joint armament concepts with other services and agencies.

Technical Director, Assessment and Demonstrations Division, (AFRL/MNA) (GS-801-15). Directed technical programs for research and development of conventional air-launched munitions. Programs ranged from basic research (6.1) and SBIRs, to exploratory development (6.2), and advanced demonstrations (6.3). Provided technical direction to subsystem integration and flight test demonstration programs for future weapon system concepts. In addition to conducting all weapon system integration demonstrations, the division was also responsible for all long-term strategic planning for the Directorate and the system effectiveness analysis for current and future weapon systems. Technologies covered by the division included advanced control for munitions, aeroballistics testing, and system integration for advanced conventional munitions, lethality and vulnerability analysis, computational mechanics, and system effectiveness analysis. Division had over 75 S&Es in all fields of engineering and science and an annual budget of over $40M.

Chief, Aerodynamics Branch (WL/MNAA) (GM-861-14). Supervised 36 people performing basic and applied (6.1 and 6.2) research in aerodynamics and hypervelocity launching techniques for advanced weapon design. The branch included a Computational Fluid Dynamics (CFD) Section developing CFD techniques for weapon integration and compatibility analysis. Delivered the first CFD code for weapon carriage and separation analysis to SEEK EAGLE and 46th Test Wing. Additionally, the branch included the Aeroballistic Research Facility (ARF) for aerodynamic design and dynamic stability derivative analysis of advanced weapons, the Ballistic Experimentation Facility (BEF), and the Electromagnetic Warhead Facility. Initiated new research efforts in electromagnetic enhanced warheads and new hazardous gas treatment techniques at the Electromagnetic Warhead Facility. Maintained $3.5M annual budget and operated over $50M in research and test facilities.

Chief, Computational Fluid Dynamics Section (AFATL/FXA) (GM-861-13). Supervised 10 people performing basic research (6.1 and early 6.2) and code development in CFD for aircraft/weapon integration. Directed the development of an efficient Navier-Stokes flow solver for missile analysis and directed the modeling of missile aerodynamics at very high angle of attack resulting in asymmetric vortical flow patterns.

Aerospace Engineer (AFATL/DLC) (GS-861-12). Developed CFD codes for aircraft/weapon compatibility analysis. Developed a highly efficient unsteady, time accurate Navier-Stokes flow solver, for calculating the unsteady flow around oscillating wings and moving bodies. Provided loads analysis engineer for SEEK EAGLE aircraft/weapon compatibility analysis on the F-16, F-15, A-7, and F-4 aircraft. Developed real-time flight test analysis capability for the F-16 loads and flutter instrumented flight test aircraft at Eglin AFB FL. Flight test engineer for aircraft/weapon compatibility loads and flutter testing.
