Contract support as analyst supporting Joint Staff J4 Strategy and Readiness Division, Readiness, Exercises, and Plans Branch, Pentagon. Support to Joint Staff J4 Strategy and Readiness Division is focused on joint logistics planning; joint logistics planning process, procedures, business rules; and logistics interface to global force management to include combat support (CS)/combat service support (CSS) force apportionment. Work assignment include review, update and revision of logistics guidance supporting Joint Strategic Capabilities Plan (JSCP), Logistics Supplement to JSCP, JSCP tasked plans within the joint operation planning process (JOPP). Recent work has included serving as primary developer/author for Chapter IV - Joint Logistics Planning contained in Joint Publication 4-0, Joint Logistics. Current efforts include, Global Force Management Implementation Guidance (GFMIG) and new force apportionment detail/tables and logistics integration and synchronization in Adaptive Planning and Execution (APEX) system and JOPES information technoloyg (IT) Modernization. Logistics planning process, procedures, and business rules as part of JOPP. Alignment of theater logistics overview (TLO), theater distribution plan (TDP) to support theater posture plan (TPP) as key segments of Theater Campaign Plan (TCP); super-structure for operation plans (OPLANs). Contract support to Joint Staff J36 Command Systems Operations DIvision on global joint comamnd and control (C2) policy, procedures, business rules, and process.Provides review, analyze and assessment reports and recommendations on foundational documents and policy addressing DoD transitional transformation of command and control (C2) within a net-centric/net-enabled environment. Work has included development of a draft Net-Centric Data Concept of Operations and guide addressing C2 fundamental segments of situational awareness, planning and execution and redeployment, retrograde, and reset. Additionally, Mr. Marlow assisted in development and review of DoD C2 Strategic Plan and DoD C2 Implementation Plan. Mr. Marlow's work has also included review, analysis and recommendations from assessment of "governance", "management", "oversight" and/or "advocacy" of C2 requirements and requirements identification and management. Mr. Marlow works on-site in Pentagon, National Military Command Center (NMCC), Joint Staff J3 Directorate of Operations, J36 Command Systems Operations Division (JS J36 CSOD). He supports J36 CSOD in their roles, mission, responsibilities associated with Global Command and Control System- Joint (GCCS-J) and the GCCS Family of Systems. Over 30 plus years of accomplishments in a variety of operational, command and control, and logistical positions. Experienced in multiple aspects of operations, planning, command and control, budgeting, and organizational design. Demonstrated skills that focus on critical ideas and issues and the cross-functional alignment and integration of requirements; able to lead and facilitate teams to complete tasks. Extensive management experience in project development, multi-task alignment and completion, and resource identification and allocation. Mr. Marlow possesses a Top Secret security clearance adjudicated January 2008 based on SSBI/SPR completed July 2007 and currently holds a TS/SCI security clearance.

On-site in the Pentagon, associated with Joint Staff J-3 Directorate of Operation (JS J-3) with focus on command and control (C2), C2 requirements identiication and managemet, joint force projection, planning and execution, Global Command and Control System-Joint (GCCS-J) / Joint Operation Planning and Execution System (JOPES) analysis and transformation efforts within and across the Joint Planning and Execution Community (JPEC). While in the Pentagon in support of Joint Staff J-39 Deputy Director Global Operations, Command Systems Operation Division (CSOD), National Military Command Center (NMCC), provided input and review on several foundational documents for the Net-Enabled Command Capability (NECC) program, background work for transition of GCCS-J capabilities to NECC, and documentation in support of the Joint Capabilities Integration and Development System (JCIDS) process. Support Global Command and Control Force Projection Working Group in GCCS-J capabilities process.

Organized senior representatives from four Services, nine Combatant Commands, and Defense Agencies into a cohesive team; developed improvement strategy and initiatives; refined today's process and proposed the future's. Instituted and integrated numerous initiatives to maintain joint deployment effectiveness and enhance efficiencies.
