Oversees VC-25B (Next Air Force One) supply chain and design engineering efforts. Collaborated with the Federal Aviation Administration to certify aircraft airworthy. Flies as a flight test engineer during KC-46A and P-8A production acceptance tests.

Served as the Deputy Chief Engineer for the U.S. Air Force, providing technical advice for all Air Force major acquisition programs to the Air Force Acquisition Executive while serving on the Air Force’s Acquisition Review Board. Led action plans to implement Air Force Digital Engineering and Modular Open System Architecture efforts which form the basis for all new start Air Force acquisition programs to include the eT-7A Pilot Trainer, Advanced Battle Management System, Ground Based Strategic Deterrent and B-52 Re-engine programs. Oversaw Air Force weapon system cybersecurity efforts by implementing System Security Engineering guidance while advocating for the Cyber Resiliency of Weapons Systems (CROWS) office within the Air Force corporate structure and directly supporting the efforts of the Protecting Critical Technology Task Force. Advocated for and then implemented the Air Force’s approach to modeling and simulation which led to the creation of the Air Force’s Chief Modeling and Simulation Officer and establishment of the Joint Simulation Environments at the Air Force Test Center and Air Warfare Center. Led the development and/or revision of over thirty Air Force engineering policy and guidance documents which establish engineering roles and responsibilities within the Air Force acquisition corps to include determining the airworthiness of Air Force aircraft. Served as the career field functional manager for the 12,000 military and civilian scientists and engineers within the Air Force.

Long Beach, California

Served as the senior government representative to The Boeing Company in Long Beach, CA responsible for administering $24B in contracts for C-17 airlifter production, development and sustainment. Commanded a 65-person multi-functional team, specializing in aircraft operations, engineering, program management, manufacturing and production, contracting and quality assurance, to accept and deliver new C-17 airlifters to six foreign countries. Orchestrated the two year-long shut down of the C-17 production line and transition to sustainment. Flew as a flight test engineer during C-17A production acceptance tests.

Warner Robins, Georgia

Managed the $12B performance-based logistics contract with the Boeing Company to sustain the global fleet of C-17 airlifters, USAF and seven Allies, as the Product Support Integrator. Managed $2B per year of delivery orders to provide aircraft/engine depot maintenance, supply chain management, technical orders, sustaining engineering and aircraft modifications. Reorganized the government program office after a 50% manpower reduction, 70 personnel, to ensure continuity of mission essential functions.

Pentagon

Led a team of 8 analysts to develop future Air Force combat air forces force structures and then served as the deputy for a team of 24 analysts analyzing Air Force combat, mobility and logistics capabilities. Used linear optimization modeling techniques to inform the Air Force’s $105B investment decisions for combat/mobility aircraft and munitions. Served as the contracting officer’s representative for the $24M contract to develop and sustain the Joint Force Campaign Model, Synthetic Operations Research Model (STORM). Led the source selection for the $22M contract to sustain Air Force modeling capabilities.

Macdill Afb, Fl

Led a team of 12 Joint Information Operations professionals to conduct deliberate planning efforts for U.S. Central Command. Integrated Military Information Support Operations, Electronic Warfare, Special Technical Operations and Cyber Warfare capabilities to accomplish Combatant Commander objectives. Developed the Information Operations operational design for U.S. interdiction in Syria.

Directed force development evaluations on the Air Force’s only dedicated electronic warfare aircraft including mission system upgrades and self-protection capabilities. Rapidly prototyped and tested quick reaction electronic attack capabilities provided by the Air Force Big Safari program office in support of OPERATION IRAQI FREEDOM and OPERATION ENDURING FREEDOM. Developed tactics to integrate joint intelligence, surveillance and reconnaissance, electronic warfare, command and control, space and cyber capabilities to rapidly engage time sensitive targets. Flew as an EC-130H and RC-135V flight test engineer, and participated in multiple joint force exercises/experiments, tactics developments and urgent operational needs tests to determine the effectiveness of new equipment, concepts and techniques.

Seattle, Washington

Conducted developmental tests on the Air Force’s airborne battle management and early warning aircraft. Pioneered agile software development techniques to build and then test a radically different mission computing system. Prototyped new RADAR, communication and mission computing technologies, to include multi-source integration/fusion techniques. Led efforts to demonstrate and evaluate all system upgrades within a complete kill chain operator in the loop simulation at Boeing’s Virtual Warfare Center to determine follow-on development requirements. Flew as an E-3B/C flight test engineer and participated in multiple joint force exercises/experiments to determine the effectiveness of new concepts and techniques.

Shreveport, Louisiana

Conducted Follow-on Operational Test and Evaluation of the B-52H, B-1B and B-2A. Pioneered test techniques for GPS-guided weapons. Designed and implemented flight test instrumentation to capture B-52H and B-1B test data. Conducted analysis to maintain nuclear certification for all gravity nuclear weapons. Authored planning factors used by U.S. Strategic Command to develop the Single Integrated Operational Plan (i.e. Global Nuclear War Operational Plan). Flew as a B-52H flight test engineer to assess new or modified armament’s effectiveness.
