Advocated for and then implemented the Air Force’s approach to modeling and simulation which led to the creation of the Air Force’s Chief Modeling and Simulation Officer and establishment of the Joint Simulation Environments at the Air Force Test Center and Air Warfare Center. Led the development and/or revision of over thirty Air Force engineering policy and guidance documents which establish engineering roles and responsibilities within the Air Force acquisition corps to include determining the airworthiness of Air Force aircraft. Served as the career field functional manager for the 12,000 military and civilian scientists and engineers within the Air Force.
