Dr Ahmed Ogwell OUMA is Vice President - Global Health Strategy at the UN Foundation. He spearheads one of the Foundation's largest portfolios spanning global health policy, advocacy, convening, thought-leadership and grant-making, in support of the UN's priority areas.Ahmed has over 29 years of experience in public health at national, regional and global levels. He was most recently the Deputy DG of Africa CDC, an institution he served in various leadership capacities including as acting Director,and its founding Deputy Director. He led the agency during a time of significant growth and transformation. He led development of the new Statute, drove the vision of a New Public Health Order, and managed the COVID-19 response and other health threats. Prior to this, Ahmed held distinguished roles at WHO in Geneva and the Regional Office for Africa; worked in Kenya's Ministry of Health covering health diplomacy and noncommunicable diseases. He is a well-respected public health expert with experience in different settings ranging from the national government, non-governmental organisations to the United Nations and the AU. His expertise includes: • Health emergencies including prevention and response to disease threats. • Prevention and control of non-communicable diseases (NCDs), including mental health.• Design of health policy.• Global health diplomacy.A Kenyan national, Ahmed founded both the Office for International Health Relations and the department for NCDs at the Ministry of Health of Kenya. With nearly 3 decades of civil service at senior level, he is well versed in supporting governments achieve desirable public health outcomes, particularly in resource-constrained settings.Internationally, Dr. Ogwell led the negotiations and implementation of the WHO Framework Convention on Tobacco Control (WHO FCTC); was one of the pioneers leading the African continent in the intergovernmental working group on Public Health, Innovation, and Intellectual Property. Ahmed is a firm believer in the power of leveraging international experience to find local solutions tailored to local challenges.He has been at the forefront of advocacy and action to reform the health system in Africa including the need to establish an efficient & effective response mechanism for disease threats and health emergencies. He has nearly 3 decades of experience in public health, and is an alumnus of the University of Nairobi in Kenya and the Center for International Health at the University of Bergen in Norway.
