Reporting to the MPA Director of Intermodal, this position serves as the day to day liaison between intermodal rail operators, intermodal truck operators and the Maryland Port Administration personnel. Attend Maryland Department of Transportation meetings as directed/requested. Develop, modify, implement, and insures compliance with MPA railroad and trucking operational procedures for all personnel who are performing railroad related operations at the Port of Baltimore. Formulate strategies to improve intermodal efficiencies. Identify and promote current and future intermodal rail capabilities. Identify and promote current and future ocean carrier abilities and promote existing and potential trucking advantages.Develop a strong understanding of the supply chain needs of beneficial cargo owners (BCOs) to introduce and facilitate new programs and initiatives to drive their intermodal business to the Port of Baltimore. Analyze trade data to target BCOs that could benefit from using the Port of Baltimore. Produce comprehensive presentations that illustrate the logistical advantages for BCOs to use Port of Baltimore with specific data on ocean, rail, and trucking capabilities. Create and monitor two independent real time national computer databases of inbound railroad traffic destined for the Port of Baltimore. One shows cargo moving on Norfolk Southern rail and the other for cargo on CSXT rail. When rail interchanges occur with short line railroads and/or western carriers CP, UP and BNSF monitor interchange dwell time and report excessive time loss that could impact vessel loading at the Port of Baltimore. *Additional DutiesHandle all duties of the Manager of Intermodal Port services reporting to the MPA Director of Operations.

Serve as the day-to-day manager of MPA’s rail and truck logistics operations and the handling of all associated issues. Serve as the primary point of contact for all rail and trucking logistical communications for the Port of Baltimore. Serve as MPA liaison with all Class I and short line railroads that service port facilities. Conduct daily operational scans of MPA rail/truck operations tracking current and future capacity. Develop and plan for future truck/rail improvement projects that increase efficiency and safety in an environmentally correct way. Serve as project manager for the development of truck/rail improvement projects; this includes working with multi-discipline teams from concept through implementation-Planning Dept., Environmental Dept., Engineering, etc...Communicate with various MPA employees and outside state agencies and associations to address railroad and trucking logistical operations issues. Work with and act as liaison to Maryland State Highway Administration, Maryland Transportation Authority, City of Baltimore, Maryland Motor Truck Association, and The Specialized Carriers and Riggers Association on the movement of dimensional and oversized cargo. Establish relationships with counterparts in other U.S ports for the purpose of determining best practices for truck and rail operations in a marine terminal environment. Conduct continuous study and analysis of tariffs, rates and inland supply chains to evaluate the relative competitive position of the Port of Baltimore. Responsible for the development of a Baltimore metropolitan area warehouse facilities database and maintain that data base in order to advise Port of Baltimore customers of facilities available to handle their cargo in a professional manner.

Supervise all aspects of the short line PBR railroad interplant cargo transportation operations of the 3000 acre Sparrows Point steel making plant property. The major goal of the shift manager position was employee safety, logistics coordination and productivity management of approximately 40 union trainmen and contract rail maintenance employees. Other tasks included setting employee work schedules, coordination of logistics for unit train interchanges with CSX and Norfolk Southern, and leading strategy meetings with upper management. I set clear goals and developed metrics to ensure the goals were achieved by subordinates. My duties required me to input and track employee time and attendance using PeopleSoft programs and administer employee discipline policies when applicable. I tracked work performance daily through operational testing and served as the central point of contact for the parent company in real time on front line rail operations issues answering inquires by phone and email while simultaneously coordinating field operations by radio.

Develop, plan and launch tools and processes to move coal trains efficiently and safely from Kentucky and West Virginia Coal Mines into the CSX rail network for eventual delivery to port facilities in Baltimore MD and Newport News VA. Provide data to Terminal Supt or Terminal Manager for medium/long-term resource planning. Manage and coordinate execution and implementation of operating plan with subordinates. Develop and communicate tactical plans to railroad dispatchers in Jacksonville Fl for managing the local resources in order to achieve the operating plan within budget. Resolve daily resource (power, crew) issues in order to stay on or recover to the operating plan. Proactively communicate service failures or customer problems to customer service personnel and respond to service inquiries from customer service upper management. Attend customer meetings with commercial departments when: developing new relationships to define service requirements, addressing service performance issues for existing customers, and ensure customers utilize defined customer service processes for all other interactions with CSX, including orders, service changes, status checks, daily performance issues, etc. Serve as primary contact for local connecting short lines. Plan, monitor and address any problems with local service delivery. Review performance and identify areas for improvement. Daily monitoring of train crew performance and support of Chief Dispatcher in managing dispatchers; perform regular operational safety tests, document performance and submit data promptly and accurately. Ensure the accurate completion of computerized work orders on hand held devices by conductors and yardmasters to ensure proper computer tracking of work performed.

Performed duties as a business to business customer consultant in a call center environment. Responded to customer billing inquires and provided level one technical support. Conflict resolution, office management, project coordination and work order creation were daily tasks. Considered an expert in high-speed internet, fiber optics, and email web-hosting services/regulations. High level of customer sensitivity, data base tracking and computer word processing were required.
