As an advisor to the Ministry of Environment and Climate Change, I lead efforts to promote green growth and sustainable planning. My primary responsibilities involve enhancing the environmental and natural resource management capabilities of Somali authorities across federal and state levels. Collaborating closely with the Ministry and Federal Member States, my focus is on tackling Somalia's environmental challenges and developing a framework for effective environmental management. A significant aspect of my work is to heighten environmental awareness among various sectors, utilizing environmental education and advocacy.In my advisory capacity, I also serve as the Global Environment Facility (GEF) Operational Focal Point and the UNEP Plastic Pollution Focal Point for Somalia. These positions are crucial for integrating international support with Somalia's national sustainable development and environmental protection priorities.

I served as the National Facilitator for Marine Spatial Planning (MSP) in Somalia, leading the country's participation in the five-year International Training Program (ITP). This program was focused on strengthening the capacities of institutions in the Western Indian Ocean region in sustainable marine management and conservation. My role involved developing and delivering specialized training, aligning our strategies with Somalia's maritime ambitions, increasing awareness about sustainable marine practices, and providing essential policy advice to governmental agencies. These efforts were directed towards developing effective and visionary marine strategies in the region.

Serving as the Environment and Social (E&S) Specialist for the Somalia Crisis Recovery Project (SCRP), my primary duty is to ensure that all project activities align with the environmental and social (E&S) compliance standards defined by the World Bank. This includes the responsibilities of incorporating climate and environment mitigation and adaptation initiatives, and developing environmental and social management plans (ESMPs).

As an urban consultant for the World Bank-financed "Rental Market Assessment" component of the Somalia Urban Resilience Project Phase II (SURP-II), my work spans across Garowe, Mogadishu, and Baidoa in Somalia. In close partnership with the Team Lead, our objective is to conduct research that will lay the foundation for the upcoming Somalia Informal Settlement Upgrading Project. The goal of our assessment is to deliver an in-depth analysis of the rental market, encompassing both formal and informal sectors within these cities. We are dedicated to gathering extensive data on the scale and intricacies of the rental market, examining the legal and policy environment, evaluating the balance of housing supply and demand, and detailing housing costs, standards, and the interactions between tenants and rental service providers in these urban areas.

As an urban consultant engaged in the "Informal Settlement Upgrading" component of the Somalia Urban Resilience Project Phase II (SURP-II), funded by the World Bank, I collaborate directly with the Team Lead. Our role involves providing expert insights for diagnostic studies and developing strategies to improve conditions in Baidoa, Garowe, and Mogadishu. The strategies we create aim to lay the groundwork for initiatives that enhance tenure security, increase access to urban services, and expand employment opportunities in these urban communities.

The World Bank-funded Somalia Crisis Recovery Project (SCRP) is designed as a strategic response to floods and disaster recovery, focusing on immediate and sustainable flood recovery and financing activities to protect against future shocks. The project encompasses: (a) immediate response to floods and restoration of service delivery, (b) instant support activities to address and mitigate the effects of COVID-19, (c) medium-term restoration of infrastructure, services, and livelihoods affected by floods, (d) components of immediate and long-term crisis preparedness and recovery, (e) comprehensive flood risk management plans, including structural and non- structural risk management solutions for the nation, and (f) support to augment government performance, accountability, and citizen involvement in service delivery.In my role as an Environmental Specialist, I engaged extensively with both the State Project Teams (SPT) and Implementing Partners (IPs) to provide guidance, information, and oversight on meeting the necessary Environment and Social (E&S) commitments outlined in the project's E&S instruments. These instruments include the Stakeholder Engagement Plan (SEP), The Environmental and Social Management Framework (ESMF), the Pest Management Plan (PMP), the Security Management Plan (SMP), and relevant COVID-19 instruments, such as the Contingency Emergency Response Component – Environmental and Social Management Framework (CERC-ESMF).

As a consultant, I was tasked with managing the Ministry of Transport and Civil Aviation’s urban transport portfolio. I was responsible for ensuring that the Ministry complies with the Federal Government of Somalia’s guidelines, provisions, and agreements. Moreover, I led in supporting the Ministry’s capacity development by addressing potential social, environmental, and economic externalities to strengthen the technical excellence of the Ministry’s urban transport infrastructure services and operations.

Triple Line has been engaged by DAI Global UK Ltd (DAI) to contribute to the development of the Green Urban Growth (GUG) Programme in Somalia, a project funded by the FCDO. The GUG programme aims to facilitate access to resilient essential services and cultivate green economic opportunities, thereby benefiting Somalia's urban poor. The focus will be on vulnerable cities that have significant economic potential, particularly those situated along trade corridors. The programmes implementation is anticipated to involve resilient land use planning, climate-resilient infrastructure, and the mobilization of finance.In my capacity as an environmental consultant, I offered technical support and supervision to the project, which included managing and overseeing the contributions of the national urban planner and legal expert. Additional duties entailed:▪ acting as key advisor and focal point for the project in Somalia;▪ facilitating engagements and stakeholder consultations in up to two cities in Somalia andcapturing key findings;▪ drafting, providing input and/or reviewing deliverables as required – key expertise includes Somalia Policy and Political Economy, Urbanisation and Urban Development (Green Urban Growth), Urban Governance, Basic Service Provision, Infrastructure, Land Management and Governance;▪ providing an experienced and reliable resource to the team to address relevant project’s needs in the most efficient and effective way.

As part of a collaborative Technical Assistance (TA) initiative with UNDP, Pegasys was commissioned to (a) create an extensive urban resilience framework, along with the design and proposal of a project focusing on urban resilience priorities in Somalia; and (b) devise strategies and roadmaps to implement integrated solid waste management in Somalia. A subtask of Task (a) includes the creation of an Adaptation Fund concept note, intended to help secure financial support for an urban resilience initiative in Somalia.In my role as a consultant, my primary responsibility was to identify pertinent planning documents such as roadmaps, strategies, policies, and frameworks at national, sub-national, and regional levels. This approach ensures that the urban resilience framework is in harmony with other relevant documents. Additional responsibilities involved:▪ reviewing data and urban contextual information for alignment with relevant urban resilience activities;▪ assisting with identifying relevant urban resilience activities across critical urban resilience pillars including, (i) livelihood and employment, (ii) solid waste, (iii) WASH, (iv) access to basic services, (v) housing and access to basic utilities and others. Also, gathered, reviewed, and collated planned activities/ projects and desired activities/ projects across multiple dimensions of resilience in an urban context;▪ undertook informal stakeholder engagements with relevant Somali government stakeholders, including Federal Ministries such as the Ministry of Planning, Ministry of Public Works, the Directorate of Environment and Climate Change under the Office of the Prime Minister etc, and at the regional/ local level, such as the Benadir Regional Authority and the Mayor’s office; and▪ assisted with workshop facilitation – including logistics, coordination etc. – during the Stockholm + 50 workshop to be held in Mogadishu at the end of April.

In June 2020, York University launched its new University Academic Plan 2020-2025, which included a university-wide challenge to elevate York’s contributions to the United Nations 17 Sustainable Development Goals (SDGs). As a Graduate Research Assistant for the Faculty of Environmental Studies and Urban Change, I was tasked with developing a detailed profile of the faculties research on United Nations SDGs. Under the guidance of the research officer, other tasks included assisting in the research methodology and testing parameters as well as reviewing and analyzing data gathered.

As a Teaching Assistantship (TA) for the third-year course Climate Change Science and Policy I worked with the course director to assist students in their studies. In this course, I was expected to attend all lectures, hold regular office hours, run tutorials, and grade all assignments. In the course, I assisted in providing a critical overview of the field with particular attention paid to emerging trends in science, policy, and planning systems. I described the theoretical underpinnings of planning, the application and decision support systems, as well as the introduction of case studies, to provide students the background needed to deal with particularities of regional planning issues of climate change adaptation. Other topics discussed in the course included:▪ earth’s climate system;▪ human activities, particularly the emissions of greenhouse gases by such activities as fossilfuel burning, are perturbing the climate system mechanisms and processes, leading toclimate change;▪ concepts of carbon stocks and flows, biogeochemical cycles of greenhouse gases, historicalclimate variations, carbon budgets, climate data and modelling, carbon taxes, and energytransitions;▪ exploring key options and strategies to reduce greenhouse gas emissions, mitigate climatechange, and adapt to a changing climate, along with their equity implications; and▪ understanding social, economic, and political mechanisms that shape responses to climatechange.

The Productive Sector Development Programme (PSDP) for Somalia is a leading joint-program for economic development. Spearheaded by the United Nations Industrial Development Organization (UNIDO) and executed in conjunction with the Food and Agriculture Organization (FAO) and the International Labour Organization (ILO), the programme collaborates closely with several ministries of the Federal Government of Somalia (FGS). These include the Ministry of Commerce and Industry (MoCI), Ministry of Agriculture and Irrigation (MoA), Ministry of Fisheries and Marine Resources (MoFMR), and Ministry of Labour and Social Affairs (MoLSA). The PSDP aims to unlock Somalia's economic potential to create jobs and broaden economic opportunities, with a focus on youth and women. The PSDP's targeted interventions seek to bolster the governance of public and private economic institutions, support the growth of small and medium enterprises (SMEs), and tackle obstacles to value chain development.Within the PSDP framework, UNIDO is partnering with MoCI to assess the role of Special Economic Zones (SEZs) in Somalia. In my role as a consultant, I was required to engage closely with various stakeholder groups, as well as:▪ assisting in developing and presenting a methodology for the field work, data collection and stakeholder engagement;▪ assisting on producing a final Master Plan document of the Industrial Zone that is marketable to critical stakeholders namely Federal Government of Somalia and international investors and donors;▪ working with team members, provided a brief statement on the development vision: short, medium, and long term (up to 15 years) and statement of zone’s overall objective; and▪ assisting in providing an implementation plan/programme for the SEZs with a Phased work plan of activities over 5, 10 and 15 years.

The proposed project Technical Assistance (TA) on Informal Settlement Upgrading in Mogadishu is carried out as one of the activities under the ongoing World Bank financed Somalia Urban Resilience Project Phase II (SURP-II). The SURP-II is a project which aims to strengthen public service delivery capacity of local governments and increase access to urban infrastructure and services in selected areas. As a consultant, I liaised closely with several stakeholder groups as well as:▪ assisted on project evaluations and overseeing the baseline and end-line surveys;▪ assisted on delivering a holistic analysis of the existing informal settlements and develop a typology;▪ assisted on developing a diagnostic tool to help the government make informed and objective decisions on how to prioritize informal settlements for regularization and upgrading;▪ assisted on developing pathways for regularization and upgrading and identify necessary interventions for different types of informal settlements;▪ assisted to design a pilot that tests concrete measures to regularize and upgrade priority informal settlements in collaboration with BRA and other development partners as appropriate; and▪ aided in building the BRA stakeholders capacity on the diagnostics as well as the design and implementation of a pilot.

A Country Economic Memorandum (CEM) was launched by the World Bank for Somalia in preparation for the Country Partnership Framework for the country. The CEM is an evidence based analytical work which seeks to provide a comprehensive analysis of a country’s economic developments, prospects, and policy agenda, identifying policy reforms for key economic sectors. As a consultant and field coordinator, I was responsible for the identification of the priority corridor for international trade in the country and the collection of quantitative and qualitative data to describe trade and transport along four main commercial ports in the country (Mogadishu, Bosasso, Kismayo and Berbera).
