CurrentAfter retiring from the World Bank in 2007, Mr. Morrell established FEI Consulting LLC which is a Virginia (USA) based multidisciplinary consulting firm. The primary focus of FEI Consulting is to assist governments to deliver sustainable services. Through FEI, Mr. Morrell has participated in a number of consulting assignments in the areas of financial management, institutional assessments, financial modeling and financial analysis for a number of clients. Some specific consulting assignments have included:- Supported the World Bank in designing a training program to develop creditworthy water utilities- Drafted a toolkit for MCC to develop creditworthy water utilities-Supported the Government of Ghana in an assessment of the borrowing capacity of selected municipalities-Led a team of PFM specialists in the mid-term review of Uganda's FINMAP III - Participated in a study for the World Bank regarding regulatory experiences in water utilities in developing countries- Supported MCC/MCA in Zambia to strengthen the capacity of Lusaka City Council regarding solid waste management- Advised a team from the World Bank in developing strategies to strengthen local governance and financial management systems in the MENA Region- Led a team to advise the Government of Bangladesh regarding the establishment of a regulatory framework for the water supply sector including designing an independent regulatory commission- Led a team conducting an assessment on the state of Institutional and organizational management of local authorities and fiscal decentralization in Lesotho-Co-authored the chapter on Expenditure Management in the book Municipal Finances published by the World Bank - it addressed topics such as multi-year budgeting and capital investment plans, managing tariffs and subsidies, expenditure management systems, monitoring and evaluation of capital and recurrent expenditures, procurement and contract management, and oversight
