Mr. Morrell has over 35 years of professional financial management experience in the private and public sectors. Mr. Morrell was a staff member of the World Bank for over 22 years with about 10 years of project experience in East Asia and an additional 12 years of project experience in Eastern and Southern Africa where he was a Lead Operations Officer responsible for leading teams in the design, implementation and evaluation of projects primarily in the areas of urban infrastructure development and institutional reform. Prior to joining the World Bank, Mr. Morrell served as the Treasurer of a corporation and later as the Controller of a division of a major corporation. Since retiring from the World Bank, Mr. Morrell founded FEI Consulting LLC and has participated in a number of development projects throughout the world involved with strengthening the financial management and institutional capacity of utilities in the water supply and sanitation sector and local governments. A focus of Mr. Morrell’s work has been on enabling utilities, sub-national entities and local governments to deliver sustainable services, and to gain access to domestic financing to help close the current infrastructure financing gap.Some of his policy-oriented activities include supporting the World Bank in developing the Water Utility Creditworthiness Initiative to guide the development of creditworthy utilities. He has also advised local governments on how to access domestic financing for urban infrastructure, and he has advised the Kingdom of Saudi Arabia on the development of a strategy to develop financially sustainable municipalities. He led a team to design a regulatory framework for the water supply and sanitation sector in Bangladesh, and was a team member in advising the World Bank developing a new approach to regulating water and sanitation services in developing countries. Mr. Morrell has also led and/or participated in projects designed to improve the operating and financial performance of water and sanitation utilities and local governments throughout the world including serving as the Project Director on a team contracted to serve as the transaction adviser to bring a performance-based contract to Jamaica to reduce the levels of non-revenue water on the northern coast of the country.
