•Promote, educate, and facilitate best practices for City specific safety and security initiatives and programming. •Manage and supervise the City Safety and Security initiatives, developing and growing the organizational safety culture and ensuring compliance with all local, state, and federal regulations for the safety and health of City employees. •Maximizing resources to provide the highest level of professional safety & security leadership to the City, enterprise-wide. •Serve as subject matter expert and adviser to the Safety, Security and Risk Management (SSRM) Director and other key leaders on Safety and Security matters and provide appropriate reporting, feedback and information. •Provide professional leadership and inspiration to employees at all levels of the organization. •Develop, deliver and assess training needs across the organization and assure City personnel are trained on a routine basis for appropriate safety and security topics and procedures. •Serves as leader to the Safety, Security and Risk Management Team in the absence of the Director. •Plan, develop and direct safety & security procedures to assure all facilities meet or exceed all applicable regulations and best practices for critical infrastructure and buildings, including remote facilities. •Responsible for developing, writing and regularly updating policies for employee safety, threat assessments, evacuation procedures, crisis management, vulnerability assessments, perimeter security, visitor policies, fire alarm response procedures, pre and post incident management, overall security plans for City facilities as needed. •Assist Managers in updating each Departments Emergency Operations Plans on an regular basis. •Work in close partnership with the City of Fort Collins Office of Emergency Management.

• Manage insurance programs for the City of Fort Collins and Poudre Fire Authority.• Direct organizational employee health, safety and security programming.• Manage the alignment of safety activities and goals throughout the organization.• Work in coordination with Poudre Fire Authority Office of Emergency Management (OEM) to ensure disaster prevention and readiness efforts are initiated across the organization.• Develop partnerships with both internal and external agencies.• Deliver training to both internal and external audiences on a variety of topics including organizational safety, safe work practices, emergency preparedness, defensive driving, and various risk management topics.• Coordinate work activities of the Risk Management division with other City departments or divisions, to enhance service levels to the public and City personnel.• Prepare various reports and documents such as legal reports, Division of Insurance reports, loss reports, insurance company reports, departmental policies, procedures, and guidelines.• Analyze risks and losses of department activities, programs, and facilities. Recommend to management how best to eliminate or reduce risks. • Provide advice and assistance to internal and external legal counsel and claims adjusters related to workers’ compensation, liability and property claim settlements.• Prepare department/division budget and determine insurance charges allocated to all City service areas for departmental budgets.• Responsible for the direct supervision of four City employee(s) including employee safety, DOT/CDL driver coordination and all claims handling filed against the City.• Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems within the Risk Management department

Provide oversight of the safety functions for each City department and aid in developing safety plans specific to the work performed.Consult and council safety personnel within City departments regarding safety and loss prevention.Authorize medical treatment, payments, and injury leave benefits related to workers compensation claims in a self insured environement.Maintain data base of workers compensation claims, analyze loss data, and prepare quarterly departmental loss reports.Analyze safety problems and concerns presented by the public, employees and supervisors and recommend appropriate actions.Provide advice and assistance to outside legal council and claims adjusters related to workers compensation claims settlement.Provide training to personnel regarding workers compensation, safety and risk management.Assist departments in processing of subrogation claims for damage to city property or injury to city employees.

Managed general contractor corporate safety program and site specific safety programs on over 250 projects. Preconstruction safety meetings and safety oversight of all subcontractors. Ensured compliance with regulatory safety and environmental requirements and met regularly with OHSA personnel prior to project start up. Provided safety training, after action reviews / accident investigation, site audits, managed workers compensation claims.

Overall responsibility for the seven (7) functions of the Environment of Care. These include Safety, Haz-Mat, Utilities Mgt., Emergency Preparedness, Security, Life Fire Safety, and Bio-Med Equipment Safety. Responsible for the design, implementation and maintenance of an accident prevention program for the safety of over 500 healthcare, engineering and support services personnel as well as patient and visitor safety.Ensure compliance with JCAHO, OSHA and other regulatory agencies. Provide instruction/training regarding safe work practices, concept, and specific requirements of regulatory and in house safety programs. Develop, audit and evaluate the effectiveness of safety programs as they relate to standards of practice and procedures within the hospital. Schedule and conduct site inspections to help anticipate, identify and evaluate unsafe conditions, work practices and code discrepancies. Conduct investigations into accidents, incidents and near misses to determine causal factors, indirect factors and implement corrective measures towards the prevention of similar occurrences. Provide technical assistance to management, supervisors, physicians and staff members while maintaining professional integrity and rapport within both clinical and non-clinical working groups.
