As the Executive for IT Infrastructure Services, I reported to the Chief Executive Officer.I led the implementation of the SITA Cloud Strategy with the primary objectives of providing a modernized technology platform to improve the machinery of government, optimize service delivery, and enable efficient and effective services for the citizens and businesses of South Africa. I also provided strategic direction and oversaw the provisioning of secure and optimized hosting services, as well as defining the direction, objectives, and strategies for Networks.Significant milestones included the establishment of the Government Private Cloud Ecosystem, the revision of the Broadband Strategy to give effect to SA Connect, and the commencement of the implementation of the Software Defined Network/WAN.

As the Executive for Provincial and Local Consulting, I reported to the Chief Executive Officer.My primary focus areas were establishing and managing partnerships and relationships with SITA stakeholders at the provincial and local government spheres as well as the private sector and to drive strategic initiatives to increase market share in line with SITA’s mandate and effectively manage project and service portfolio delivery. I formulated and led the strategy to improve customer satisfaction and position SITA as a customer-centric value-adding organization.Notable achievements included the development of a Provincial Strategy/ Blueprint that positioned SITA as a strategic partner to government and industry, ultimately creating value for government through the provisioning of broadband connectivity, enabling cloud adoption, establishing sound ICT Governance practices, and developing applications to digitally transform government and enable evidence-based decision-making. Furthermore, the sustainability of Provinces was substantially improved as a result of the implementation of a revised structure to ensure the execution of the Provincial Strategy.

As the CIO for the Western Cape Government (WCG), I evolved from being an IT specialist into an organizational change agent with a focus on demonstrating the business value of technology. My work involved transitioning from operational to strategic IT, with a focus on the corporate governance of ICT's to ensure efficiency, effectiveness, and long-term sustainability.As a strategic advisor to the Provincial Cabinet and Provincial Top Management, I was responsible for overseeing the overall ICT function of the WCG, which included 13 departments and 80,000 employees. I led the promotion of the Digital Government agenda, leveraging ICTs as a key enabler to improve service delivery and stimulate economic development.In terms of budget and resource management, I oversaw the Centre for e-Innovation, which had a budget of over R900m, a staff complement of over 400, supported over 28,500 workstations in 400 locations, and over 360 applications.My key successes included:Conceptualizing, planning, and implementing the IT Services Modernization Blueprint, which was key to modernizing ICTs in the province. As a result, ICTs are now seen as a strategic enabler for the WCG, leading to improved service delivery and audit outcomes.Executing the Broadband implementation throughout the Western Cape, which had a budget of over R3.8bn and was a game-changer for the WCG.Playing a pivotal role in the e-Learning, e-Health, and Data Governance strategic projects.Driving the WCG Cloud Adoption Strategy.

As the Head of the National Disaster Management Centre (NDMC), I was responsible for the implementation of the integrated disaster management policy and the National Disaster Management Framework. Primary focus areas were centered on reducing disaster risk, mitigating the severity of disaster consequences, promoting emergency preparedness, and stimulating disaster management training and capacity building.Duties & Responsibilities:Efficiently managed and administered the NDMC, overseeing all Disaster Management-related activities.Developed the Disaster Management Information System and relevant early warning systems.Managed Disaster Management stakeholders across the three spheres of government, as well as the management of stakeholders both regionally and internationally.Mobilized resources in response to national, regional, and international disasters.Facilitated the preparedness of host cities for the 2010 Soccer World Cup.Managed the Aerial Fire-Fighting component of the Working on Fire ProgramRepresented the department to Cabinet and Parliament for all Disaster Management related activities.Key successes included:Enhancing the Disaster Management Information System and implementing a Risk and Vulnerability Management Application.Represented South Africa in Disaster Management-related activities to the United Nations, including serving as the Focal Point for the United Nations Disaster Assessment and Co-ordination Team and the United Nations International Recovery Platform.Coordinated South Africa's participation in the Global Tsunami Early Warning System.Successfully mobilized resources in response to disasters, including attaining Cabinet approval for Disaster Funding (R780m) and coordinating South Africa's assistance to Mozambique flooding and tropical cyclone disasters.Coordinated South Africa's 2010 Disaster Management activities for the Soccer World Cup.

Responsible for the IT Systems and Customer Relations, Business Solutions as well as Knowledge and Information Management Directorates and provided strategic guidance to management on all computerised information systems and networks. Key focal areas included ensuring proper control, maintenance and development of systems and networks, promoting effective management of information and information technology. Oversaw the development of information systems, knowledge management systems, as well as IT guidelines, policies, regulations, and standards in line with the National IT strategies and policies and incorporated an integrated IT approach that increased overall co-ordination and integration of Information Systems.

This library was used to rapidly develop and deploy quality applicationsInvolved in all phases of the Systems Development Life-Cycle using the Rational Unified Process, but focussing on the Construction and Transition Phases.Key Achievements- Investec Online Banking. Continued development, maintenance and support of the Online Banking application- Successfully completed the project to bring Investec Cash Management and Retail Treasury products online- Successfully developed an on-line Personal Communication Portal involving different technologies.

Executive level position at Skylite Business Solutions in the Information Technology sector in Gauteng, South Africa.; Responsible for the development of applications (primarily using Java), ultimately ensuring that a library of re-usable components was developed. This library was used to rapidly develop and deploy quality applications Involved in all phases of the Systems Development Life-Cycle using the Rational Unified Process, but focussing on the Construction and Transition Phases Key successes include:- Involved in the design, development, implementation and maintenance of the Investec Online Banking Application. This was an e-commerce system which allows Investec clients to transact online. - There were over 100,000 registered users of the application, which consists of the following components: Bank Account Administration, Beneficiary Administration, Payments and Transfers, Reporting and Auditing. This application has been running 24 X 7 since going live in June 1999.- Actively involved in the Inception and Elaboration phases of the Investec Client Relationship Management project, during which I assisted with the Analysis and Design of the new application using tools such as Requisite Pro and Rational Rose. - Successfully completed the Investec Online Banking 2 migration project. This project involved migrating the Investec Online Banking Application from the Proprietary Business Object Management Architecture framework to a framework based on Enterprise JavaBeans. This project was successfully completed in July 2000. - Successfully completed the Investec Lending Online Banking migration project. This involved bringing +- 30,000 Investec Lending Accounts online, allowing the transfer of funds from the Investec Private Bank Card Account to Lending Accounts and vice versa.
