Participate in the Technology Steering Committee, the city's IT governance body. Responsible for departmental and enterprise IT budgets, and development of five year CIP (capital improvement program). I am most hopeful that my advocacy for new OpenData initiatives, and my work with AEDC and our civic technologist partners, will have a strong long term impact on local government. We are working towards relationships with Code for America and others who share our vision.

At DPS we work closely with a number of agency partners (Courts, DMV, DOT, and Corrections) to develop and implement data exchange solutions for the statewide law enforcement community. Major enterprise initiatives we are currently pursuing include APSIN Migration (mainframe to MS SQL Server 2008), TraCS (Traffic and Criminal Software), interagency data sharing via a Microsoft BizTalk Enterprise Service Bus, a new Records Management System (RMS) for the State law enforcement community, virtualization, NetApp storage deployment, Sharepoint deployment, and a VPN solution to meet CJIS security requirements. APSIN is used by more than 230 federal, state and local law enforcement agencies statewide; TraCS is currently used by 25 agencies; and when the new RMS is rolled out we expect to have at least 15 initial user agencies hosted on the new system.

In addition to supporting our DOD contract (Alaska RAPIDS Implementation, Phase II), my role is to lead the design, development and implementation of integrated enterprise scale Health Care knowledge management and decision support solutions based on our expertise with Automatic Data Capture technology, especially focused on passive RFID and related emerging technologies. RFIDcomplete closed when the prime contractor decided to remove all subcontractors from the DOD project.

Information Services is comprised of 23 professional staff and a team of contractors developing and supporting production systems that serve the Alaskan law enforcement community.

My position migrated from SFS to ANT upon successful novation of our $3MM DOD contract.

Coordinated a well-attended Enterprise Security seminar targeted at major local enterprises. Contributed to successful State of AK Task Order contract proposal. Developed new business with State of Alaska, including two network traffic studies for the Communication Chief. Trained and certified in MS Windows 2000 Server and SQL Server technologies.

San Jose, Ca

Oversaw completion and turn-up of Verio’s flagship Premier Data Center located in Silicon Valley. Managed staff of 17 including facilities, network, systems, and project management professionals. The San Jose Data Center offers 130,000 sf with 85,000 sf of co-location space, OC48 backbone connectivity with three carriers, eight 2MW Caterpillar generators, and state-of-the-art security and monitoring architecture.My focus was on the testing and deployment of Managed Services (including Partner-delivered Security and Backup products) and Enterprise Management Systems such as HP Openview (NNM), Netcool (network monitoring), DataTrax (facilities monitoring), Lenel (security and biometrics), and Aperture (asset management). I was a contributor to the development of Processes and Procedures for Data Center Operations, and reported to the Director of Data Center Operations for the Pacific Region.

Cupertino, Ca

Formed a startup to provide secure infrastructure for real-time Internet-based credit card payment and other application services to online merchants. I set the overall technical platform and product development direction, and was responsible for all corporate, financial, personnel, and administrative issues. I provided initial funding for Fort Nocs, which was invited to join the Panasonic Incubator (Cupertino, CA) in October 1999. Fort Nocs received $1.5 MM in funding from outside angel sources. I closed the company due to a lack of future funding in December 2000.

Created the first and largest Alaskan ISP. Grew the business in three years to $6MM revenue, 26,000 customers, and 75 full-time employees. Recruited the management team, including the former CEO of BankAmerica (Alaska), and established a key strategic investment and relationship with ATU, the local ILEC. Recruited and developed the network and systems management teams as well as the customer service and technical support teams. I sold my equity in IAI between late 1998 and June 2000, when ACS acquired IAI.
