I moved to Monterey California to assume the responsibility of 6,971 military homes and assorted community centers, swimming pools, facility compounds and warehouses. The Gross potential rent from the combined units exceeds $139 million dollars annually. I assist the facility directors with budgets, capital plans, work load scheduling, all HR issues, OSHA training and all other aspects of the job. Some of my accomplishments since I have assumed this position are a decrease in backlog work orders by over 3,000, training maintenance supervisors how to manage the daily work load, creating proper budgets and starting preventative maintenance programs at the sites.

Hired to lead turnaround, improve customer satisfaction and reduce work backlog. Lead team of 75 employees and 300+ contractors to manage 4,000+ private military housing units ($28M in revenues, 1,600 occupancy changes, and 50,000 work orders per year). Negotiate and administer contracts for services such as landscaping, turn maintenance, and pest control.  Reduced backlog of work orders by 70% in just 6 months, and achieved record response time/job completion numbers, earning special recognition from the Garrison Commander. Saved over $100,000 per year and improved efficiency by streamlining the management structure. Improved safety and boosted productivity through ongoing safety and technical training.  Managed $2.4M renovation project to boost occupancy in one of the older housing areas.

Most recently, I was recruited to phase in and manage a 3-year, $36M Regional Base Operating Services (RBOS) contract. This included driving all work under Department of Defense (DoD) contract, covering 4 different companies, 2 naval bases, and 3 outlying areas. By serving as the government’s primary contractor for grounds maintenance, I oversaw subcontractors in areas of pest control, refuse collection, and janitorial services. Successes included taking over the contract from an incumbent and starting operations from scratch; developing a work order tracking system using Excel programs; and ramping up operations by hiring 38 employees quickly.

In this role, I directed all facets of a privatization contract for military housing, including community repair and replacement of nearly 4000 homes in 5 Navy bases. With full responsibility for 60+ personnel and $8.7M budget, I bid out and administered contacts for grounds maintenance, landscaping, refuse, pest control, painting, and janitorial services. Achievements included starting up the facilities management contract and taking over base housing responsibilities; building a shop from the ground up for full operation on day 1; and accelerating job completion speed 30% by restructuring maintenance techs.

This included coordinating and administering all work on 2 Navy bases and 4 outlying areas, while overseeing 1 prime contractor and 3 subcontractors, each with distinct areas of responsibility. Highlights included setting up an extremely efficient and accurate billing/payment systems; guaranteeing precise completion of all work orders, and ensuring high customer satisfaction levels.

During my Navy career, I progressed through a series of increasingly demanding leadership positions to serve as Safety Supervisor. Accordingly, I was directly accountable for 150 personnel at 5 job sites, ensuring stringent compliance with all OSHA and Naval safety regulations. Additionally, I held positions as Recruit Division Commander, Instructor, Transportation Director, and Chief Construction Mechanic. As Recruit Division Commander, I trained 10 divisions with 900 recruits total to precise specifications, enabling each unit to graduate with honors.
