Fort Knox, Ky

Fort Knox is the second single largest employer in Kentucky, providing a $4.8 Billion economic impact to the region, with over $1 Billion in annual payroll.➣ Delivered leadership and vision to directorates and integrated functional auxiliaries of Kentucky’s 14th largest city and the 19th largest US Army installation worldwide. Led 2,500+ personnel and provided services to 120,000+ residents. ➣ Managed a budget of over $170MM, collected over $42MM in reimbursable expenses, and oversaw the start of $40MM+ in new construction for Fiscal Year 2022 while managing an $800MM contract portfolio. Competed for and was awarded over $3MM in capital purchase/minor construction grants.➣ Command included Directorates of Public Works, Human Resources, Resource Management, Emergency Services, Parks and Recreation, Airfield Operations, Planning, and Equal Employment Opportunity.➣ Conducted Internal Reviews, Community Relations, Public Affairs, Strategic Planning, Safety, Religious Community, Legal Support, and delivery of Child and Youth Care Services. ➣ Served as Lead Integrator for 9 General Officer commands and 15 Mission Partners with worldwide missions and a central role in recruiting, training, and sustaining the Warfighter. ➣ Developed and maintained local, state, and federal relationships to advocate for and further the Fort Knox mission. Functioned as the Chief of Operations for the United States Africa Command Joint Operations Center, responsible for all Department of Defense (DoD) operations on the continent of Africa.➣ Handled crucial authority for the Combatant Commander's Critical Information Requirements and provided executive-level leadership, direction, and supervision of a 53-member Joint-service, multi-disciplinary operations and intelligence team. ➣ Prepared and briefed intelligence and operational products for senior leaders at USAFRICOM and the Joint Staff (Pentagon).➣ Served as the Combatant Commander’s direct representative to six component service commands, including more than 6k field personnel. ➣ Played a critical role in the development of Joint Fires doctrine in coordination with DoD.➣ Delivered exceptional performance as the Combatant Commander’s Chief of Operations by demonstrating the highest in tactical and operational ability, resulting in the command postured to shape operational outcomes favorable to U.S. security interests throughout the continent of Africa.➣ Navigated fog and friction of war; provided senior leaders with accurate, precise, and timely battlefield reports to generate rapid options and facilitate decisive action.

➣ Functioned as Executive Officer to the Deputy Assistant Chief of Staff, G9. Oversaw and prioritized executive activities for a Senior Executive Service (SES) 3-Star equivalent principal with Headquarters, Department of the Army (HQDA) primary staff responsibility for worldwide installation management policy, programming, and program oversight. ➣ Guided G9 on a wide range of base operations support and infrastructure investment programs, including environmental, military construction, housing, installation logistics, basing, and Soldier / Family readiness programs. Directly involved in the development and approval of global installation policy and strategy.➣ Collaborated and synchronized daily operations with four General Officer / SES-led Directorates, 17 subordinate Divisions, and a staff of nearly 300 personnel while operating and executing an annual budget of more than $17 billion to support 156 Army installations. ➣ Supported numerous interactions and briefings for the Senate and House Armed Services Committees regarding the Army’s budget for installations. ➣ Leveraged professional expertise to analyze priorities, assign responsibility, and monitor the Congressional, Office of the Secretary of Defense, and HQDA actions, along with managing the flow of administrative actions and ensuring timely, quality senior leader products.

Torii Station, Okinawa

Provided leadership, guidance, and vision to over 500 Soldiers, DA Civilians, and Japanese Master Labor Contractors assigned to the Garrison. Synchronized Garrison support services to all Army personnel and families. ➣ Maintained Army infrastructure throughout the island of Okinawa, including Torii Station, Naha Military Port, White Beach Army Pier and Fuel Farm, Tengan Booster, Fort Buckner Communication Station, Kuwae Fuel Farms, and Chimuwan Fuel Farms.➣ Oversaw 2,000 facilities and 500 personnel in support of forward stationed forces throughout the island of Okinawa, Japan.➣ Ensured US Army efforts were synchronized and well-coordinated with the local Okinawan community by executing Community Relations with local wards, municipalities, Okinawa Defense Bureau, and the Japanese Ministry of Defense.➣ Advised the Commanding General of The United States Army in Japan and the Director of IMCOM-Pacific on all matters affecting wartime missions, force protection, bilateral planning/engagements, and community issues.

As Operations and Plans Chief, I planned and distributed over 89,000 Officers and Warrant Officers for Army personnel requirements to 532 Army, Joint and Component/Department of Defense (DoD) organizations.➣ Managed policy impacts to force structure, budgeting, and Permanent Change of Station requirements to Active and Reserve Component Officers across 36 Military Occupational Specialties (MOS) and Functional Areas through the Lieutenant Colonel rank.➣ Further, here are some of my past achievements:• Implemented best practice strategies in planning and synchronizing to forecast changes to the Army Chief of Staff's Manning Guidance and force structure.• Prepared and planned Army Manning Cycle Officer Distribution Plan to meet dynamic Army manning priorities, ensure readiness of force, and manage talent distribution.• Rendered expertise to provide leadership and professional development of 13 Officers and Civilians.
