About Lance O'Bryan

CUSTOMER SERVICE - TEAM LEADERSHIP - TALENT MANAGEMENTGovernment Administration | Strategic Planning | Operations Management | Energy Resilience | Project Management | Policy Development | Public-Private Partnerships | Budgeting & Forecasting | Risk Assessment & Mitigation | Team Leadership & Mentoring | Cross-Functional Collaboration | Logistics Planning & ExecutionAs a Dynamic and Energetic Executive Leader, I have led large and diverse organizations through my extensive experience in providing expert advisory guidance to execute a wide range of Governmental Administration services through my management of high-performing teams. An outstanding communicator skilled in issue resolution, critical thinking, negotiation, and strategic planning I am acknowledged for my ability to deliver challenging projects from inception to completion within restricted timelines and budgetary constraints. Through an in-depth knowledge of design methodology, I have solved complex problems and utilized influential skills to empower and mentor others and see them achieve promotion. After a 25-year career in the United States Army, I exited with the rank of Colonel and City Manager (Garrison Commander) of Fort Knox, Kentucky.Although familiar with challenges of city management from previous experience as City Manager at Torii Station, Okinawa, I arrived at Fort Knox as the new City Manager in 2021 overseeing a community of 120,000 with COVID-19 restrictions in place. Fort Knox is home to nine communities with different mission requirements, and I was accountable for providing many services expected from municipal towns and cities in the USA. As the City Manager, this posed unique challenges for me as there would always be a challenge in day-to-day operations that included weather-related events, tackling facility repairs, construction and maintenance, upgrades to base training sites, and the program hiccups that a community of 120,000 presents. Managing a budget of $170MM, I remained mindful of budgetary issues at all times, as our budget did not always fund replacement systems; it only funded replacement components. My passion is to provide service and leadership that goes beyond organizational expectations, while collaborating and synchronizing with internal and external stakeholders, partners, and customers. I look forward to applying my expertise and values to a new challenge starting in January 2024. Connect with me today or send me an email at lobryan943@gmail.com if you want to discuss how I can contribute to your organization's goals and mission.
